primary objective of this effort is to assist the Russian Federation
(RF) in the dismantlement and conversion of the former Khimprom
Chemical Weapons Production Facility located at Volgograd, Russia. This
is to be accomplished by supporting the RF efforts to develop a
dismantlement plan for submission to the organization for the
Prevention of Chemical Weapons (OPCW). The plan will include the
following major activities, mobilization, site preparation, training,
site survey, environmental activities and documentation, preparation of
procedures and plans, preparation of dismantlement plans, and removal
and destruction of specialized equipment and features. The Defense
Special Weapons Agency (DSWA) plans to issue a sole source contract to
the Volgograd Production Association Khimprom. DSWA believes that
Khimprom is the only source able to perform this effort. Any other firm
desiring consideration must fully identify its capability to perform
the requirement. See Note 22 (substitute fifteen (15) days in lieu of
