Z -- CHECKOUT AND REFURBISH OF THE REVDA BASE DEFUELING AND INITIAL NEUTRALIZATION FACILITIES POC Mr. Herbert A. Thompson, Jr., Negotiator, (703) 325-1182, Mr. Edward L. Archer, Contracting Officer, (703) 325-5028 The objectives of this effort are to: 1) Survey and refurbish, as necessary, defueling and initial neutralization facilities at Revda Base, Russia. 2) Transfer oxidizer from two non-certified rail cars to two certified rail cars and refurbish/re-certify the unloaded rail cars for use on Russian rail systems. 3) Transport 35 SS-N-8 missiles from Okolnaya to Revda, defuel and perform initial neutralization of a total of 52 SS-N-8 and 10 SS-N-18 missiles. 4) Ship all oxidizers from the two rail cars and the 62 missiles and the fuel from the 62 missiles to re-utilization/conversion facilities. The Defense Special Weapons Agency (DSWA) plans to issue a sole source contract to the Scientific Test Institute of Chemical and Machine Building. DSWA believes that the Scientific Test Institute of Chemical and Machine Building is the only source able to perform this effort. Any other firm desiring consideration must fully identify its capability to perform the requirement. See Note 22 (substitute fifteen (15) days in lieu of forty-five (45) days).
