18 -- MILSTAR INTERIM TOOLS UPGRADE AND MAINTENANCE POC Contract Negotiator, Ida Miller-Krause (310) 336-4734; Contracting Officer, Timothy E. Pink (310) 336-4903 The Air Force anticipates the release of a follow-on contract for continued work on the F04701-93-C-0032 contract. Required tasks will be to upgrade and maintain the current simulation software and analysis tools that allow for dynamic modeling of the operations and constraints of the Milstar payloads and terminals. Additionally, the contractor will upgrade and maintain the current Milstar Communications Planning Tools (MCPT) used for communications planning, satellite payload resource monitoring and communications control of the Milstar system. These products provide a capability to: (a) simulate system loading configured communications services, (b) provide operational communications planning and control capability for Milstar user, (c) provide end-to-end system performance assessment capability. The contractor will also participate in Technical Interchange Meetings, Interface Control Working Groups, Government management meetings, briefing preparations/presentations to stay aware of the latest Milstar changes and their effects on the software communication planning tools for planning and software design/maintenance purposes. LinCom Corporation is the incumbent contractor. Any persons or companies interested in this notice are to respond by submitting an unclassified Statement of Capabilities (SOC) not to exceed 10 pages in length within 15 days of publication of this synopsis. The SOC must clearly demonstrate the source's ability to perform the above mentioned efforts. The estimated period of performance is for five years starting in October 1998. Priced options for FY01, FY02 and FY03 are also anticipated. LinCom Corporation has designed and developed all of the Milstar interim tools and is perceived to be the only known source capable of fulfilling the above requirements.
