synopsis/solicitation for commercial items prepared in accordance with
the format in FAR Subpart 12.6, as supplemented with additional
information included in this notice. The Naval Surface Warfare Center,
Dahlgren Division, Dahlgren Laboratory Procurement Division is
implementing Electronic Commerce (EC) in the acquisition area,
therefore synopsis and resulting solicitation with any applicable
amendments will be available on the World Wide Web at
http://www.nswc.navy.mil under Procurement Division or at
http://nswc.navy.mil/supply. Solicitation and amendments are only
available at the above Web sites. Hard copies WILL NOT be provided.
Vendors should regularly access the NSWCDD Web Site to ensure that they
have downloaded all amendments. The solicitation number is
N00178-98-R-3028 and is an RFP. The solicitation document and
incorporated provisions and clauses are those in effect through Federal
Acquisition Circular 97-04 and Defense Acquisition Circular 91-12. This
is a 100% Small Business Set-aside, SIC 3827 -- 750 employees. This
requirement is a Firm-Fixed Price contract for the acquisition of a
High Band Width Optical Field-Mapping System. This system consists of
: CLIN 0001 (1) Each, High Band Width Optical Field-Mapping System C.1
OVERVIEW This system will be used to measure electric fields in a
broad frequency range up to one gigahertz (GHz). It consists of field
probes, which generate an electrical signal proportional to the sensed
electrical field; a digital oscilloscope which records, processes and
stores the time-varying electric signals generated by the probes; and
fiber-optic links, which transmit the signals from the probes, via an
optical fiber to the digital oscilloscope. The different probes cover
different regions of the frequency spectrum and different field
amplitude ranges. The optical links electrically isolates the probes
from the recording instrument. This isolation is necessary to prevent
electrical "noise" from interfering with the fidelity of the measured
signals. C.1.1 Contractor Responsibility The Field Mapping System shall
be delivered as a complete system from a single manufacturer. The
Contractor shall be solely responsible for delivery of fully
operational Pulse Power High Band Width Optical Field Mapping System.
The Contractor shall provide detailed schedule of delivery. It is
required that the Contractor ensure all parts and components of the
system, as delivered, are new parts. The Contractor is the single
responsible source for this effort which includes the system (correctly
assembled commercial hardware), delivery, and a commercial warranty.
DESCRIPTION: C.1.2 Item Definition 1-GHz Optical Analog transmission
Link Link shall consist of a battery-powered transmitter unit and an
AC-powered receiver unit, with both units connected by a fiber optic
cable. Receiver should have four inputs, any one of which can be
selected from the receiver unit. Frequency Response: Low frequency
shall be 3 dB point 160 Hz or lower, high-frequency 3 dB point 1 GHz or
higher. Stability: -- Shall be better than 1% over a temperature range
of 0 to 120 degrees-F, and for optical path transmission changes of up
to 50%. Noise: -- Shall have RMS noise down greater than 34 dB with
respect to peak signal for a 1.2 GHz bandwith Transmitter: -- Size:
Shall be 4.0" x 3.25" x 7.7" or smaller -- Shall be RFI shielded --
Shall have Input: four 50-ohm-impedance inputs, with SMA input
connectors -- Shall have a removable Battery -- Shall have 3, 6, 12,
24, 24 dB attenuators and 24 dB pre-amplifier controlled from receiver
unit -- Shall have one-of-four input selector controlled from receiver
unit Receiver: -- Size: Shall be 1-3/4" H x 19" W rack-mount unit with
front panel controls -- Shall have panel switches for remotely
controlling the following transmitter function: (1) attenuators, (2)
power, and (3) pre-amp -- Shall have panel control of a 1 microsecond
integrator -- Shall have panel selection of one-of-four receiver inputs

status display for link, battery, and calibration -- Shall have output

transmission Link General Description: Link shall consist of a
battery-powered transmitter unit and an AC-powered receiver unit, with
both units connected by a fiber optic cable. The transmitter shall
have two inputs that can be used both as a differential input or as a
referenced (single) input. Frequency Response: Low frequency shall be
3 dB point 160 Hz or lower, high-frequency shall be 3 dB point 500 MHz
or higher. Stability: -- Shall be better than 1% over a temperature
range of 0 to 120 degrees-F, and for optical path transmission changes

Integrated Optical Link General Description: The electric-field sensor
shall be integrated into a battery-powered optical transmitter. The
sensor signal shall be transmitted via a fiber-optic cable to an
AC-powered receiver unit. Control signals shall also be sent
fiber-optically back to the transmitter unit from the control unit.
Sensor system shall have a 500 MHz bandwidth, and three electric field
full-scale ranges: 2, 20, 200 kV/m. Frequency Response: Low frequency
shall be 3 dB point 10 kHZ or lower, high-frequency shall be 3 dB
point 500 MHz or higher. Transmitter: -- Size: Shall be 2.5" diameter
by 6"long, or smaller -- Internal rechargeable battery shall have a
minimum continuous operating time of three hours. -- Shall have three
electric field full-scale ranges: 2, 20, and 200 kV/m selectable from
the receiver unit. Receiver: -- Size: Shall be 1-3/4" H x 19" W
rack-mount unit with front panel controls -- Shall have remote optical
control of sensor power on-off, electric field range, calibrator, and
battery status. -- Output shall be designed for 50-ohm load
Fiber-optic Cable: -- Length: Shallbe 500 ft. -- Shall have fiber SMA
connectors C.4 500 MHz, 1kV/m Electric-Field Sensor with Integrated
Optical Link General Description: The electric-field sensor shall be
integrated into a battery-powered optical transmitter. The sensor
signal shall be transmitted via a fiber-optic cable to an AC-powered
receiver unit. Control signals shall also be sent fiber-optically back
to the transmitter unit from the control unit. Sensor system shall
have a 500 MHz bandwidth, and 7 electric field full-scale ranges: 1000,
500, 200, 100, 50, 20, or 10 V/m. Frequency Response: Low frequency
shall be 3 dB point 10 kHZ or lower, high-frequency shall be 3 dB point
500 MHz or higher. Transmitter: -- Size: Shall be 4.7" diameter sphere,
or smaller -- Shall have an internal rechargeable battery with a
minimum continuous operating time of three hours. -- Shall have seven
electric field ranges: 1000, 500, 200, 100, 50, 20, or 10 V/m
selectable from the receiver unit. Receiver: -- Size: Shall be 1-3/4"
H x 19" W rack-mount unit with front panel controls -- Shall have
remote optical control of sensor power on-off, electric field range,

Probe General description: This probe shall convert the 50-ohm,
differential input of 500-MHz link (described above) to a high
impedance. This unit shall also include three attenuators (x10, x100,
x1000) that plug into the input side of the probe. Input impedance: 1
Megaohm shunted by 4 pF; 10 Megaohms shunted by 1.5pF with attenuators

defects. C.9 Past Performance Each offeror shall provide the name of
points of contact of the last five sales to whom they have provided the
same or similar equipment. EVALUATION CRITERIA: 1.0 This requirement
will be evaluated on a minimum requirements/technically acceptable
basis. 2.0 Minimum Requirements Methodology Each offeror will be
evaluated to determine if their proposal meets the requirements stated
in the description/Section C above. Should an offeror wish to
demonstrate compliance with Section C to a Government evaluation
representative at no cost to the Government, said offeror should
telephone or email the point of contact listed for this acquisition for
scheduling.. 3.0 Specific Evaluation Criteria Minimum Requirements See
Description/Section C above. The contract resulting from this
solicitation will be awarded to that responsible offeror submitting a
technically acceptable proposal with the lowest price. DELIVERY

as follows: CLIN 0001, 90 days after contract award. FAR 52.212-1,
Instructions to Offerors Commercial Items and the provision FAR
52.212-2, Evaluation Commercial Items, apply to this solicitation and
are hereby incorporated by reference. Offerors shall include a
completed copy of the provision at FAR 52.212-3, Offeror
Representations and Certifications Commercial Items with its offer. The
provision at FAR 52.212-4, Contract Terms and Conditions Commercial
Items, apply to this acquisition. The provision at FAR 52.212-5,
Contract Terms and Conditions Required to Implement Statutes or
Executive Orders-Commercial Items Subparagraphs (a), (b) 1, 2, 3, 4, 6,
7, 8, 9, 11, 12, 16, 17 (d) and (e) apply to this acquisition and are

their commercial warranty. Contractor shall provide any descriptive
literature, brochures, etc. with their proposal. This procurement is
