synopsis/solicitation for commercial items prepared in accordance with
the format in FAR Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; offers are being requested and a written
solicitation will not be issued. This notice is being issued as a
Request for Proposal (RFP) for the eight space-qualified omni-dimension
S-Band antennas operating form 2.0 to 2.3 GHz. Four antennas will be
mounted on composite skin, under Thermal Protection System (TPS)of the
X-38 V-201 vehicle for command telemetry communications. V-201 is the
re-entry space test vehicle. Environmental requirement include -140F
to + 232 F operating temperature and 40 g's design load limit. The free
space antenna performance requirements are circular polarization, at
least 0 dBic antenna gain +/- 30 degree beamwidth from boresight, and
less than 5dB axial ratio for +/- 45 degree beamwidth from boresight.
The provisions and clauses in the RFP are those in effect through FAC
97-04. The SIC code and the small business size standard for this
procurement are 3669 OR 750 employees respectively. The offeror shall
state in their offer their size status for this procurement. All
qualified responsible business sources may submit an offer which shall
be considered by the agency. All deliveries to JSC are required on
3/15/99 (S-band Antenna Flight Model Unit) and 4/15/99 (S-band Antenna
Qualification Model Unit)(1st flight unit). Delivery shall be FOB
Destination. The DPAS rating for this procurement is DO-C9. Offers for
the items(s) described above may be mailed to: 2101 NASA Rd 1, Houston
TX 77058 Attn. Eric W. Lewis/BE13 Bldg 13, Rm 230 by the date/time
specified above and include, solicitation number, FOB destination to
this Center, proposed delivery schedule, discount/payment terms,
warranty duration (if applicable), taxpayer identification number
(TIN), identification of any special commercial terms, and be signed by
an authorized company representative. Offerors are encouraged to use
the Standard Form 1449, Solicitation/Contract/Order for Commercial
Items form found at URL:

offer. Offerors shall provide the information required by FAR 52.212-1.
FAR 52.212-2 is applicable. The government will award a contract
resulting from soliciation to the responsible offeror whose offer
conforming to the solicitation will be most advantageous to the
Government, price and other factors consideredl. The following factors
shall be used to evaluate offers: Technical acceptability will be
determined by information submitted by the offeror providing a
description in sufficient detail to show that the product offered meets
the Government's requirement. Award will be made on the basis of best
value selection (BVS). BVS evaluation is based on the premise that, if
all offers are of approximately equal qualitative merit, award will be
made to the offeror with the lowest evaluated price. However, the
Government will consider awarding to an offeror with higher qualitative
merit if the difference in price is commensurate with added value.
Conversely, the Government will consider making award to an offeror
whose proposal has lower qualitative merit if the price (or cost)
differential between it and other proposals warrant doing so. The
following value characteristics establish what the Government considers
to be valuable in an offer. These value characteristics are performance
based and permit selection of the offer which provides better results
for a reasonable marginal increase in price. All offers will be judged
against these value characteristics. Technical merit shall be of more
importance than price, however, weights shall not be assigned. On
those value characteristics the offeror chooses to provide, adequate
information should be submitted to permit proper evaluation. The
following value characteristics are applicable to this procurement:
A.Proposed accelerated delivery schedule for flight units. An
accelerated delivery schedule for the flight units is extremely
advantageous but not mandatory to the Government. B. Demonstration that
the proposed antenna design has been successfully utilized in space or
a similar environment in a high temperature (up to +350 F)
application. C. Demonstration that the proposed antenna design has been
successfully flown in space with better performance than the specified
antenna requirements on gain, axial ratio, and VSWR . If the end
product(s) offered is other than domestic end product(s) as defined in
the clause entitled "Buy American Act -- Supplies," the offeror shall
so state and shall list the country of origin. FAR 52.212-4 is
applicable. FAR 52.212-5 is applicable and the following identified
clauses are incorporated by reference; (1)52.203-6, Restrictions on
Subcontractor Sales to the Government, with Alternate I (41 U.S.C. 253g
and 10 U.S.C. 2402). (2) 52.219-8 Utilization of Small Business
Concerns and Small Disadvantaged Business Concerns (15 U.S.C.637(d)(2)
and (3)). (3) 52.222-26, Equal Opportunity (E.O. 11246). (4)

regarding this acquisition must be submitted in writing no later than
June 10, 1998. Offers are due by close of business 4:30 pm June 22,
1998 to the address stated above, marked with this solicitation number.

Offeror Representations and Certifications -- Commercial Items with
