58 -- TACTICAL HAND HELD RADIO (THHR) AND INTRA SQUAD RADIO (ISR) SOL M67854-98-R-2121 DUE 070198 POC Peggy Smith, (703) 784-5822 x252 or FAX (703) 784-5826 The Marine Corps Systems Command (MARCORSYSCOM) invites industry to comment on their development efforts for a Tactical Hand Held Radio (THHR) and an Intra Squad Radio (ISR). NO SOLICITATION EXISTS AT THIS TIME. The U.S. Marine Corps Warfighting Laboratory (MCWL) is conducting market research to seek sources, contract vehicles, technical information and approximate costing for both radios. The goal of this request is to maximize the use of commercial-off-the-shelf technology while providing the USMC with a technologically advanced new generation radio. The THHR should provide line of sight (LOS), digital and secure voice communications from BN to Squad Leader. It should support data transfer (via an End User Terminal (EUT), where the common operational picture is displayed at a suitable scale), and be capable of downloading imagery and intelligence products in real/near real time. Additionally, the radio must be capable of messaging, geographic products and Differential Global Positioning System (DGPS)data. Additionally, the THHR should be lightweight have Low Probability of Intercept (LPI)/Low Probability of Detection (LPD) features and a battery life of 8-12 hours at 50% usage. The system should have a minimal support/base station infrastructure ashore, be interoperable with current US, NATO and legacy systems and be simple and quick to establish in an operational theatre. The ISR should operate in the UHF bandwidth at low power providing private, short range and inexpensive voice communications between the members of a 3-5 man patrol operating in an urban environment. The radio should be small, lightweight (less than 200g including batteries), capable of operating with heaset/push-to-talk (PTT) microphone and earphone, provide adequate channels/talkgroups for simultaneous patrol operations and have a battery life of 12-14 hours at 50% usage. THIS IS A REQUEST FOR INFORMATION ONLY. Interested companies may submit a data package and/or, by arrangement, provide a not to exceed 60 minute brief at MCWL. Vendors are requested to provide specifications and data on current radios, proposed furture developments (available within 1 year) and comment on the following issues: Is there any risk associated with this effort? Point out unclear/inconsistent requirements. Is equipment in production or pre-production and available for bailment? Are there any overly restrictive requirements? Identify workable and efficient alternatives. Based upon Standard Industrial Classification Code (SIC) 3714, 750 employees, interested sources should also provide information on their business size (i.e., large, small, 8(a), small disadvantaged or woman owned).
