synopsis/solicitation for commercial items prepared in accordance with
the format of Federal Acquisition Regulation (FAR) Subpart 12.6, as
supplemented with additional information included in this notice. This
announcement constitutes the only solicitation, quotes are being
requested and a written solicitation will not be issued. This
procurement is being conducted under the Simplified Acquisition
Procedures (SAP). NASA Ames Research Center is currently developing
cryogenic technology for exploration mission. This technology involves
long-term cryogenic propellant storage. A mix of active and passive
cooling technologies has been determined to be the optimum approach to
minimizing launch mass and preserving propellants. As part of a
propellant storage demonstration, existing off-the-shelf cryogenic
coolers will be combined with passive storage technology to prove the
feasibility of liquid hydrogen and liquid oxygen storage in a large
propellant tank without venting. The requirement is for two (2)
cryogenic coolers. The first cooler is to be a single-stage device and
must provide a minimum of 50 watts cooling power at a temperature of
77 degrees kelvin. A nitrogen membrane shall be supplied with the heat
exchanger. The second cooler is to be a two-stage device and must
provide a minimum of 30 watts cooling at a temperature of 20 degrees
kelvin. The cold head will be mounted at the tank, which is some
distance from the compressor, so that twenty-foot flexible helium lines
need to be supplied. Once installed, access to the helium lines will be
very difficult, therefore >" lines shall be supplied and provided
with optional reducers so that either compressor/cold head combination
can be utilized with the existing lines. Each compressor/cold head
package shall include standard accessories such as tool kits, spare
parts, and complete operating manuals. The provisions and clauses in
the RFQ are those in effect through FAC 97-04. This procurement is a
total small business set-aside. SeeNote 1. The Standard Industrial
Classification (SIC) Code and the small business size standard for this
procurement are 3679 and 500 employees, respectively. The quoter shall
state in their quotation their size status for this procurement. All
qualified responsible business sources may submit a quotation which
shall be considered by the agency. Delivery to Ames Research Center,
Receiving Section, Bldg. 255, Moffett Field, CA 94035-1000 is required
within 14 weeks after Purchase Order award. Delivery shall be FOB
destination. The DPAS rating for this procurement is DO-C9. Quotations
for the item(s) described above may be mailed or faxed (fax machine
capacity is limited to 13 pages) to the identified point of contact by
the date/time specified and include, solicitation number, FOB
destination to this Center, proposed delivery schedule,
discount/payment terms, warranty duration (if applicable), taxpayer
identification number (TIN), identification of any special commercial
terms, and be signed by an authorized company representative. Quoters
are encouraged to use the Standard Form 1449,
Solicitation/Contract/Order for Commercial Items form found at URL
http://procure.arc.nasa.gov/Acq/Standard_Forms/Index.html to submit a
quotation. Quoters shall provide the information required by FAR
52.212-1 with the exception of (d) and (i). If the end product(s)
quoted is other than domestic end product(s) as defined in the clause
entitled "Buy American Act -- Supplies," the quoter shall so state and
shall list the country of origin. The Representations and
Certifications required by FAR 52.212-3 may be obtained via the

52.212-4 is applicable. Addenda to FAR 52.212-4 are as follows:
52.211-15 and 52.247-34. FAR 52.212-5 is applicable and the following
identified clauses are incorporated by reference: 52.222-3, 52.233-3,
52.222-26, 52.222-35, 52.222-36, 52.222-37, and 52.225-3. Addendum to
FAR 52.212-5 is as follows: ARC 52.232-93. Questions regarding
thisacquisition must be submitted in writing no later than June 8,
1998. Quotations are due by 4:30pm PDST on June 15, 1998, to the
attention of Sharon L. Connolly and should be mailed to NASA-Ames
Research Center, M/S:241-1, Moffett Field, CA 94035. Selection and
award will be made to the lowest priced, technically acceptable quoter.
Technical acceptability will be determined using information submitted
by the quoter in sufficient detail to show that the product quoted
meets the Government's requirements. Quoters must provide copies of the
provision at 52.212-3, Offeror Representations and
Certifications-Commercial Items with their quote. See above for where
to obtain copies of the form via the Internet. An ombudsman has been
appointed -- See Internet Note "B". It is the quoter's responsibility
to monitor this site for the release of amendments (if any). Potential
quoters will be responsible for downloading their own copy of this
combination synopsis/solicitation and amendments (if any). Hard copies
may be obtained from the identified point of contact; however, the
closing date is as stated in this combination synopsis/solicitation,
