Models of Excellence . The U.S. Department of Education (ED) is
interested in receiving abstracts for projects that will create or
expand highly effective and replicable models of : l) preservice
teacher education that are grounded in contextualized teaching and
learning strategies; 2) inservice professional development that
enhances the skills of teachers to use strategies that integrate
academic and vocational education; and 3) high school career academies
that focus on education, and more specifically, on teaching as a
career option for students. Abstracts for projects submitted under this
Announcement shall focus on one of the three following areas: Category
1: Preservice Teacher Education Models of Excellence that prepares
teachers to use contextual teaching and learning strategies to improve
student learning, and are structured around specfic guiding
characteristics.. ED contemplates awarding two to four contracts
ranging from $350,000 to $700,000 for 2, 18-month funding periods.
Category 2: Inservice Professional Development Models of Excellence
that prepare and enhance the skills and practices of inservice teachers
to use contextualized teaching and learning strategies, and more
specifically, the integration of academic and vocational education. ED
contemplates awarding three to five contracts ranging from $720,000 to
$1.2 million for the first 18 months and $360,000 to $600,000 for the
next 18-month optional phase. Category 3: Recruitment through high
school career academies located urban school districts that focus on
education, and more specifically on teaching as a career option for
students. ED contemplates awarding one to two contracts ranging rom
$250,000 to $500,000 per award for 18-months only.. ED expects all
three category awards will be 18-months, and only categories 1 and 2 to
have an additional optional 18-month period of performance, with a
total cost of $5,500,000.00 per 18-months, for all categories.

DEADLINE TO SUBMIT ABSTRACTS (35 DAYS AFTER ISSUE DATE). To be
considered, abstracts shall be received by 2:00 P.M., EST, July 09,
1998 at the above address. All abstracts must include the identifier
RFP:ED-98-R-0023 and title on all packages. Upon official release, this
BROAD AGENCY ANNOUNCEMENT (BAA) will be available on the OCFO Web site
under the Contracts Information Page. The Web site addresse is

will be no formal RFP or other solicitation regarding this requirement.
ED will use a two step submission process to evaluate proposals
submitted in response to this announcement. Step 1- Offerors must
submit abstracts which shall include proposed theoretical and technical
approaches, and a cost summary of their budget. ED will review the
abstracts and establish a competitive range. Step 2- After the
competitive range is established ED will request full technical, past
performance, and cost proposals, which will be performance-based, from
those offerors who make the competitive range. In the invitation, ED
will specify proposal format and content required by regulation,
standards for an offeror-developed Statement of Work, a technical
proposal against your Statement of Work, a schedule of deliverables, a
cost proposal that provides sufficient detail to allow assessment of
cost, evidence of the offeror's capacity to perform the work proposed,
details on past performance, and contractor performance information
from relevant organizations. A request for proposal does not assure
subsequent award. ED reserves the right not to fund a project.
