Agency intends to negotiate sole source with Sonoma Technology, Inc.
located at Santa Rosa, California, for forecasting air pollution
concentrations. Sonoma Research was selected for this requirement
because they have extensive experience in this area. They have
forecasted ozone for many regional air quality studies and regularly
forecasts ozone for the Sacramento region for their Ozone Action Day
program, and have unique expertise that includes expert knowledge in
both meteorology and air pollution. Since this project requires the
development of documentation which shares the successes and failures of
starting a forecasting program to facilitate air quality program,
Somona's past experience places the firm in a unique position to
achieve the desired results for the Environmental Protection Agency
without occurring significant additional expenses to the Government. To
complete this work the Contractor shall conduct a survey to determine
needs and approaches of existingozone forecasting programs; evaluate
forecasting techniques; and identify steps for developing a forecasting
programs. The period of performance for this requirement is expected to
be from date of award through November 30, 1998. No solicitation is
available. All interested parties must respond within 15 days of the
date of this announcement. Interested parties shall: 1) include
information on the proposed services which clearly supports the
requirements outlined above and; 2) provide itemized pricing that is
sufficient to make a determination that competition is feasible. Submit
