commercial items prepared in accordance with the format in Federal
Acquisition Regulation document (FAR) subpart 12.6, as supplemented
with additional information included in this notice. This announcement
constitutes the only solicitation; quotes are being requested and a
written solicitation will not be issued. Solicitation number F23606 98
Q0407 is being issued as a Request For Quotation. The SIC code is
7371. The Defense Priorities and Allocations System (DPAS) rating is
A-70. This procurement is being issued as UNRESTRICTED.
Evaluation/Award criteria: The Government will award a contract
resulting from this solicitation to the responsible offeror having the
lowest overall price and proven past performance with HSQ Technology
's MISER based system. The solicitation document and incorporated
provisions and clauses are those in effect through Federal Acquisition
Circular 97-04 and Defense Acquisition Circular 91-13. Line Item 0001:
Provide all tools, materials, transportation, and labor necessary to
upgrade computer and software for the existing SCADA System at Whiteman
AFB, Missouri. HSQ Technology's MISER software system and model 2500
Remote Terminal Units (RTU) are currently being used to monitor and
control the wastewater treatment plant and associated sewer lift
stations. Awardee shall provide, install and commission a new central
host computer which replaces the existing central host computer. The
minimum requirements of the new computer include; 433MHz,a 64-bit RISC,
128mb RAM, 2GB SCSI fast wide hard disk drive, one serial port, and a
10Base-2 Ethernet port. Computer shall be provided with 62-bit real
time multitasking operating system installed and operating system
software license issued by the original software manufacturer. The
replacement computer and operating system shall provide serial data
communications compatible with existing RTUs and the existing Digital
Equipment Corporation server DSRVG terminal server. The computer
operating system shall support Local Area Network (Ethernet)
communication with the terminal server and remote operator station
computer located at the Water Treatment Plant. The existing SCADA
System includes twenty (HSQ Technology) remote radio interface devices,
which are controlled remotely via terminal server serial port to key
existing radios. The functional and timing compatibility with the
existing radio interface must be preserved. Awardee shall relocate the
existing VAX station 4000/60 central host computer from the Sewage
Treatment Plant to the Water Treatment Plant and upgrade the operating
system software to the latest version compatible with the SCADA System
software. Information technology (e.g., software) shall be year 2000
compliant and defined at FAR 39.002. The most current SCADA software
shall be installed on the new central host computer and the computer
relocated to the water treatment plant and software licenses provided
for both installations. The software shall perform data acquisition and
control communications with the existing HSQ Technology, Model 2500
RTUs using HSQ Technology's protocol via existing radios. Awardee shall
move existing display slide files, database files and report files to
the new computers and perform conversion of existing files necessary to
ensure compatibility. Awardee responsible to test and demonstrate to
the Government's representative that the system operates in a manner
that is equivalent in function and performance as the existing system.
Awardee shall relocate the existing VAX station 4000/VLC located at
the water treatment plant to the Power Pro Shop. This computer shall be
connected to the contractor provided modem or line driver to the
Government provided cable or telephone circuit. Contractor shall
provide modem or line drivers from the Power Pro Shop to the host end
of the cable and shall be provided with the same upgraded operating
system software and SCADA software as provided for the other systems
and shall convert and install existing files to ensure
compatibility.The contractor shall provide Government personnel with
adequate training on the system software and SCADA software. If the
software provided is an upgraded version of the existing software, one
day of training shall be provided. If other software is provided, then
at least 5 days of training shall be provided. Contractor shall provide
standard commercial warranty for newly provided hardware and software,
to include being free from defects in materials or workmanship for a
period of twelve months from completion of acceptable installation and
commissioning. Contractor shall provided support services for a period
of twelve months following installation and commissioning of the
upgraded software including telephone technical support during normal
contractor business hours, five days a week via toll free telephone
number. Contractor shall provide on-site maintenance services
consisting of two site visits of four days for testing, inspection,
cleaning, calibration, repairs, software upgrade installation,
trainingand hardware/software enhancements, as directed and approved by
the Government's on-site representative. Contractor shall provide SCADA
System software upgrade licenses for any upgrades released by the
software supplier during the service period. Upgrade software
installation, if required, shall be performed during one of the regular
site visits. Blanket Wage Determination No. 94-2307, Revision No. 11,
dated 06/30/1997, shall be incorporated in resulting award. F.O.B.
Destination Whiteman AFB, Missouri. The following FAR Clauses and
Provisions apply to this acquisition: Provision 52.212-1, Instructions
to Offerors -- Commercial Items (Apr 1998); Provision 52.212-3,
Offeror Representations and Certifications -- Commercial Items (Jan
1997); Clause 52.214-4, Contract Terms and Conditions Required to
Implement Statutes or Executive Orders -- Commercial Items (Apr 1998);
and Clause 52.212-5, Contract Terms and Conditions Required to
Implement Statutes or Executive Orders Commercial Items (Apr 1998) to
include the following subparagraph: (a), (b)(3), (b)(5-10), (c)(1-2),
(c)(4-5) and (e). DFARS Clause 252.212-7000, Contract Terms and
Conditions Required to Implement Statutes or Executive Orders
Applicable to Defense Acquisitions of Commercial Items (Feb 1997).
Bidders shall include a copy of FAR Provision 52.212-3 and DFARS
Provision 252.212-7000 with their quote. DFARS Clause 252.204-7004,
Required Central Contractor Registration (Mar 1998) applies to this
