is considering awarding, on a sole source basis, to Williams and Murphy
Consulting of 3817 Annandale Road, Annadale, VA the following work --
Assistance with the implementation of its new accounting system. The
work falls in four general catgories -- 1) Documentation of the
programming that has been done including manuals of interfaces between
ieFARS and related software. Some manuals will be references on how
the system works as a prelude to adapting the software for use by the
distrcits. Some of the documentation will be functional description
statements with charts. This may involve separation of reports from the
transaction database. This will require recreation of existing reports
such as the SF-133, the SF-224 and SF-225. The USMS will also need
documentation for the several interfaces used to batch data from
external sources such as the Dept. of Agriculture's National Finance
Center where the USMS payroll is processed and from the system
currently used by district offices to record their accounting
transactions. Existing interface code also needs to be adapted to
handle VISA card charge and payment processing and online payment and
collection transactions. Another processing adjustment is the transfer
of funds among workplan holders. The intent is to drop the steps with
the most errors and move that funtionality into other steps in the
process. 2) Light PRogramming and Writing Reports to replace the
standard reports in ieFARS. Also new reports to meet the needs of the
various program and administrative staffs of the USMS. The light
programming would include minor adjustments to COBOL programs that they
had written and pseudo code for another programming language. 3.
Assistance to users who are have problems using the systems. This may
be working side by side with USMS personnel to discover the source of
the errors and at other times recommend solutions. At other times this
may be repairing a data situation so that a user can return to
productivity. 4)Rebuilding/adjusting interfaces to increase
efficiencies such as using the National Finance Center's CADI database
where the NFC subobject classes have already been converted to DOJ
subobject classes or move programs so that they will operate from a
server rather than a personal computer. The change to the authorization
and expenditure of assignment related funds requiires adjustments to
the existing interface. Since part of the task is to transfer knowledge
to USMS personnel for continued maintenance, tasks will vary based upon
the situation. Interested parties should send capabilities statements
indicating ability to begin performing the above tasks immediately. A
capabilities statement should include a resumes, examples of similar
work previously performed and a showing that the prospective offeror
has worked with the ieFARS and related software that will be the object
of this contract. It is expected that if a contract is awarded it will
have an initial period of approximately 6 months plus 2 one year
options. There is no guarantee any options will be exercised as it is
the intent of the USMS to take over this work in the near future with
in-house personnel. As it is the intent of the USMS to take over the
work as soon as the in-house capability is present the options may, if
exercised, be exercised for periods less than a full year.
