COMMERCE BUSINESS DAILY ISSUE OF JUNE 3,1998 PSA#2108INDUSTRY MEETING ON THE KILL VAN KULL AND NEWARK BAY CHANNEL PROJECT
The New York District intends to a hold a meeting with the Industry on
25 June 1998 to provide for an early exchange of information among
industry and the Corps of Engineers concerning the construction
contract structure for the deepening of the Kill Van Kull and Newark
Bay Channels. The purpose of the Industry meeting is to foster
discussions between the Government and the Industry so that the
information provided will assist the Corps of Engineers in acquiring
the necessary work in a manner which will maximize competition. The New
York District intends to advertise within the upcoming year the first
of up to nine(9) contracts to deepen the Kill Van Kull and Newark Bay
Channels. Construction will include deepening of the channels from
their existing depth of -40 Ft. Mean Low Water (MLW) to a new depth of
-45 Ft. MLW. The project will include the removal of material not
suitable for ocean disposal; non-rock material consisting of
consolidated sands, silts, clays and glacial till suitable for ocean
disposal and Diabase & Serpentine rock material. A detailed description
of the project is contained in the Limited Reealuation Report dated
December 1997. It is anticipated that the cost of each construction
contract will exceed $25 million dollars with an estimated total
project construction cost between $500 million and $750 million. Copies
of the LImited Evaluation Report are available upon request.
Discussions at the Industry meeting will focus on concerns regarding
the acquisition stategy including the contract type, terms and
conditions and performance requirements to include structure and
sequence of the construction contracts; disposal of dredged material;
availability of equipment; and navigational restraints. Date, Time and
