Poolos, Contracting Officer, (256) 876-8391 The U.S. Army Aviation and Missile Command is privatizing the Natural Gas Distribution System at Redstone Arsenal, AL. Privatization is defined as the transfer of ownership and responsibility for operation, maintenance, repair, upgrade, and plant replacement to the non-federal sector. As a result of this solicitation, a company will be selected to assume ownership, with the actual transfer accomplished after the award of this utility service contract and subject to Congressional authorization and approval, and provide natural gas fuel supply to Redstone Arsenal. Upon transfer, the system will come under the regulatory authority of the Alabama Public Service Commission. The existing gas system consists of approximately 61 miles of pipe. The maximum daily natural gas peak demand is 5,669,600 cubic feet (2,936,700 firm/2,732,900 interruptible). The term of the contract is thirty years with capital investments amortized over the first fifteen years. Only offers from companies which are regulated public utilities will be considered. The successful offeror must be a regulated utility in the State of Alabama not later than ninety days after notice is received. This requirement is unrestricted.
