The National Oceanic and Atmospheric Administration (NOAA) Forecast System Laboratory (FSL), has a requirement for construction of a wind profiler system. Contractor shall provide all materials and work to be done on 100 ft. by 100 ft. site adjacent to Syracuse, NY Airport. Obtain permits, perform site layout, excavate for drainage, excavate to reach load bearing material, excavate for access. Provide fill, provide access ramp, install culverts, construct graveled turnaround and parking areas. Provide antenna mast foundation (1), provide structure foundations (6), provide shelter foundations (4), all concrete piers and footings. Provide underground electrical power, telephone and data conduits and cables for equipment shelter and equipment trailer. Provide and install chain link fence posts, backfill, compact, grade and level site, provide and install weed barrier (visqueen and washed rock). Move antenna support structure (steel support beams and 40 ft. truss-joists (12) from nearby (6 mi.) storage location to site, assemble antenna support structure on piers, align. Install fence fabric, move equipment shelter from same storage location with installed electronic equipment to site and install on piers. Clean site, prepare for inspection. Interested sources must submit a written qualification statement along with the request for the bid package by June 15, 1998. Responses must reference Synopsis No. NRMGM000803037JW. This announcement/solicitation is being issued under the Simplified Acquisition Procedures, FAR Part 13 (NTE $100,000.00). The award decision will be based upon the best value to the Government, with technical merit and past performance being significantly more important than price.
