purpose of soliciting names of firms or joint ventures interested in
submitting an offer for the Western Ammunition Maintenance Workshop
project at El Haikstep, Egypt. Eligible contractors will be limited to
(1) U.S. contruction firms, (2) joint ventures between U.S. firms
including at least one U.S. construction firm, or (3) joint ventures
between U.S. firms and Egyptian firms, including at least one U.S.
construction firm. To be considered a U.S. construction firm, the firm
must perform construction as a significant portion of its business;
must be incorporated and have its corporate headquarters in the U.S.
for a minimum of two years and shall have filed state and federal
income tax declaration for a minimum of two corporate years within the
preceeding three year period, having paid any applicable taxes
determined to be due as a result of such filings; and employ U.S.
citizens in key management positions. To be considered an Egyptian
firm, the firm must have a minimum offifty-one percent Egyptian
ownership, and be an independently-owned firm. Firms which are
partially or wholly owned by or otherwise affiliated with the
Government of Egypt or its agencies are ineligible. Performance and
payment bonds will be required. The estimated cost of this project is
between $5,000,000 and $10,000,000 and may have options for additional
scope of approximately $1,000,000 to $5,000,000. PROJECT SCOPE: The
work includes but is not limited to: providing all necessary equipment,
labor, materials and supplies to construct the following new site
infrastructure, facilities, and structures at El Haikstep, Egypt. Site
improvements consist of: (1) a potable water receiving station, (2) a
pump house with storage water tank, (3) fire water and domestic water
distribution system; (4) sewerage disposal systems, (5) site
electrical power distributions system, (6) site telephone system, and
approximately 2 kilometers of gravel roads and paved parking areas.
Structures to be constructed on site are: (1) a 2600 SM pre-engineered
steel Ammunition Maintenance Building, (2) a 742 SM pre-engineered
steel and masonry Autoclave Building, (3) a 135 SM pre-engineered
Utility Building, (4) a reinforced concrete Furnace Support Structure
with equipment pad and a pre-engineered steel control room, (5) a 115
SM concrete and masonry Administrative Building, (6) a 175 SM equipment
storage building, and (7) a 22 SM Flammable Storage Building. The
contract shall include receiving, transporting and installing/erecting
government furnished equipment. PLANS AND SPECIFICATIONS: This
solicitation will be issued on Compact Disk (CD-ROM) to prospective
proposers at no charge. They may also be available to prospective
subcontractors and suppliers to view or download (for information
purposes only) on the Transatlantic Programs Center's Contract Web Site
at www.tac.usace.army.mil/contracts/actions.html. The CD-ROM
constitutes the official solicitation package. Hard copies of this
solicitation will NOT be available. CONTRACT PROCEDURES: Both a price
proposal and a technical proposal will be required. Contract award will
be made on the basis of the lowest evaluated price of proposals meeting
or exceeding the acceptability standards, which include price
reasonableness, past performance, technical competency, experience with
projects of similar scope and size, and understanding of the project
scope of work. Complete evaluation criteria and order of precedence
will be conveyed with the solicitation documents. The contract will be
awarded on a firm-fixed price basis. Tentative date for issuance of
RFP DACA78-98-R-0026 is 21 July 1998. Tentative date for receipt of
proposals is 17 September 1998. Projected award date is 20 October
1998. The estimated contract duration is 18 months. A pre- proposal
site visit is tentatively scheduled for mid- to late August 1998.
Procedures for obtaining base passes will be provided to those
contractors responding to this notice. Eligible firms interested in
