Command Atlantic, intends to award a sole source Indefinite Delivery
Requirements type contract with Firm Fixed Unit Prices for a base and
4 option years under the authority of 10 U.S.C. 2304 (c)(1) only one
responsible source to Nautel, Ltd., RR#1, Tantallon, Nova Scotia,
Canada, to procure transmitters that will provide continuous duty-cycle
telegraphic shore-to-ship communications broadcasting on 518 kHtz in
accordance with the broadcast specification contained in The
International Radio Consultative Committee, Recommendation 476,
Standard Narrow Band Direct Printing. The current transmitters in place
are Nautel NX2500TT/6. The transmitter is the only piece of equipment
to be replaced. Therefore, the new transmitter must interface with the
existing equipment and AC power in the same physical location. The
efficiency shall be of at least 70% from the AC power input to the RF
output. The power supply of each transmitter shall operate on 208 VAC,
3-Phase,60 Hz electric power. The power supply shall have the ability
to compensate for power variations of +/-3%. The transmitter shall
shut down any time the AC power exceeds +/-10% of normal power. The
exciter section shall have a frequency tolerance of +/- 85 Hertz from
518 kHz and adjustable output power from 500 W to 2.5 kW with a 50 OHM
load impedance. There shall be an alarm mechanism that protects
transmitter and sounds or displays an alarm if the voltage standing
wave ratio is equal to or exceeds a ratio of 2.0:1. The physical
dimensions shall not exceed 24"w X 36"d X 80"h. The transmitters shall
have an interface capability with the following equipment: Input -- -
Nautel NAX51 Computer Remote Control Unit and Output -- - Nautel
NX4000TUT Automatic Tuning Unit. The SIC Code for this acquisition is
