synopsis/solicitation for commercial items prepared in accordance with
the format in FAR Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; quotes are being requested and a written
solicitation will not be issued. This procurement is being conducted
under the Simplified Acquisition Procedures (SAP). Line item #1. Blade
Monitor: (1 each) Two-channel turbomachinery blade tip condition
monitoring system for measuring blade tip clearances and arrival times
for individual blades. The system must meet the following
requirements: 1. Two separate and synchronized inputs for 2 eddy
current sensors. 2. Capable of handling 120 rotating blades or fewer.
3. Maximum blade passing rate of 25000/second. 4. Clearance resolution
of 0.0005 inches or better 5. Master clock with a timing resolution of
0.05 microseconds or better. 6. Minimum blade tip passing speed for
full operation of 200 feet/second. 7. Capable of acquiring a maximum of
12000 data records per acquisition cycle. 8. 9600 baud RS-232 serial
communication port. 9. Input connector for a TTL opto-isolated
"once-per-revolution" signal. 10. Compatible with Rotadata clearance
measurement system 19-inch racks. 11. Internal analog-to digital
converters for data capture that have at least 10 bits of vertical
resolution and can operate at a maximum rate of 10 megahertz. 12.
Output by way of its RS-232 communications port a number which is a
function of blade tip clearance and blade tip speed for each blade.
Along with this number, the system must also output a corresponding
time stamp with respect to the once-per-revolution signal trigger. Line
item #2: Sensors (4 each) Passive eddy current sensors for line 1. This
turbomachinery blade tip condition monitoring system must use passive
eddy current sensors. These sensors must meet the following
requirements: 1. Passive (no oscillators/demodulators). 2. A diameter
no grater than 0.375 inches and a length no greaterthan 1 inch. 3. A
maximum temperature rating of 225 degrees c. 4. 40 foot long cables. 5.
The provisions and clauses in the RFQ are those in effect through FAC
97-3. This procurement is a total small business set-aside. See Note 1.
The SIC code and the small business size standard for this procurement
are 3825 and 500, respectively. The quoter shall state in their
quotation their size status for this procurement. All qualified
responsible business sources may submit a quotation which shall be
considered by the agency. Delivery shall be FOB destination. The DPAS
rating for this procurement is DO -- C9 Quotations for the item(s)
described above may be mailed or faxed to the identified point of
contact, or bid distribution office, by the date/time specified and
include: solicitation number, FOB destination to this Center, proposed
delivery schedule, discount/payment terms, warranty duration (if
applicable), taxpayer identification number (TIN), identification of
any special commercial terms, and be signed byan authorized company
representative.

applicable and the following identified clauses are incorporated by
reference. . Award will be based upon overall best value to the
Government, with consideration given to the factors of proposed
technical merit, price and past performance; other critical
requirements (i.e. delivery) if so stated in the RFQ will also be
considered. Unless otherwise stated in the solicitation, for selection
purposes, technical, price and past performance are essentially equal
in importance. It is critical that offerors provide adequate detail to
allow evaluation of their offer (see FAR 52.212-1(b). Quoters must
provide copies of the provision at 52.212-3, Offeror Representation and
Certifications -- Commercial Items, with their quote. See above for
where to obtain copies of the form via the Internet. An ombudsman has
been appointed -- See Internet Note "B" It is the quoter s
responsibility to monitor this site for the release of amendments (if
