304/285-5883 THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL
ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN SUBPART 12.6, AS
SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS
ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; BIDS ARE BEING
REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. This
solicitation is issued as Request for Proposal No. RQ98-024. This
solicitation document and incorporated provisions and clauses are those
in effect through Federal Acquisition Circular 97-4. The request for
quotation is being issued unrestricted under Standard Industrial
Classification Code 3829 with a size standard of 500 employees.
Delivery is desired no later than 30 days after receipt of order The
government has a need for force plates to conduct a NIOSH research
project entitled "Ergonomic Evaluation of Carpenter Tasks." This
project will investigate the effect of work surface firmness, on
standing balance and stepping response time in scaffold users, and its
interaction with scaffold-end-frame carrying/holding techniques. The
information from this study will lead to the better understanding of
optimal scaffold firmness and scaffold- end-frame carrying techniques
for worker to safely perform their tasks. Offers shall be submitted for
the following items which meet the specifications stated below: (001)
STRAIN GAUGE BASED FORCE PLATES -- Quantity: FOUR (4) EACH. The four
strain gauge based force plates are required for the measurement of
forces in three directions for testing of human postural stability and
stopping response time. These force plates are intended to provide
both normal and shear force data necessary to determine the center of
pressure and its changes, and to determine the initiation and
completion of human stepping actions. SPECIFICATIONS: The successful
bidder shall furnish force plates that permit the above mentioned tasks
while meeting the following minimum salient feature requirements: (1)
Length(x axis) of at least 600 mm, width (y axis) of at least 400 mm,
and height (z axis) of not more than 102 mm (15.75, 23.6, and 4
inches); (2) Strain gauge based, six degree-of-freedom (Fx, Fy, Fz, Mx,
My, Mz) force plate/load transducer; (3) Mounting frames shall not be
required; (4) Ability to be mounted to a planer support structure from
a horizontal orientation up to at least 45 degrees of angles; (5) Load
bearing surface able to easily accept the attachment of different
surface materials/plates; (6) Necessary connecting cables from the
force plate to a Windows 95 or a Macintosh operating system based
computer; (7) User controllable signal amplification (after the
pre-amplification) with a gain of one required (having other
amplification settings available is not required and is not
restricted); (8) A separate quote for any necessary software; (9) A
minimum of one (1) year warranty; (10) Normal force (Fz) range of at
least +/-6.67 kN (+/-1500 lbs) and shear force (Fx, Fy) range of at
least +/-3.55 kN (+/-800 lbs) over entire force plate surface with at
least a 50% overload capacity; (11) Normal force (Fz) natural frequency
greater than or equal to 500 Hz and shear force (Fx, Fy) natural
frequency greater than or equal to 250 Hz; (12) Linearity and
hysteresis of at most +/-0.2% of full scale output; (13) Cross- talk
typically less than or equal to +/-1.0%; and (14) Operating temperature
from 0 to 50 degrees C (32 to 112 degrees F). EVALUATION FACTORS:
Offers will be evaluated on their ability to meet or exceed the stated
specifications and demonstrated past performance on contracts of
similar size and complexity to this requirement Technical proposals and
cost or price are approximately equal in importance. The Government
intends to make a single award to the responsible offeror whose
proposal conforms to all requirements of the solicitation and is
considered the best value to the Government. Offers shall be proposed
based on F.O.B. Destination (Morgantown, West Virginia) and the
requirements at FAR 52.214.21 "Descriptive Literature" apply.

meet or exceed the salient features stated or your offer may be
rejected. The following FAR provisions apply to this solicitation: FAR

Clause 52.212-5 are also applicable to this acquisition as follows:

information demonstrating compliance with specification for evaluation
purposes; (4) completed Representations and Certifications --
Commercial Items, FAR 52,212-3; (5) Past performance information
(include names and addresses of Company/ Government Agency, name and
telephone numbers of customer contacts along with contract number, and
description of work performed with your offer.) and (6) acknowledgment
of solicitation amendments, if any. Offers that fail to furnish the
required information, or reject the terms and conditions of the
