synopsis/solicitation for commercial items, prepared in accordance with
the format in FAR 12.6, as supplemented with additional information
included in this notice. This announcement constitutes the only
solicitation, and a separate written solicitation will not be issued.
This solicitation, No. RFQ-NCI-80144 will include all applicable
provisions and clauses in effect through FAR FAC 97-04. The acquisition
is being made in accordance with the test program for using simplified
procedures for certain commercial items authorized in FAR 13.6. The
Standard Industrial Code is 3826 and the business size is 500
employees. However, the solicitation is not set-aside for small
business. Requirement: The Laboratory of Receptor Biology and Gene
Expression, National Cancer Institute is soliciting quotations for an
Inverted Ultraviolet Confocal Microscope. The Inverted Ultraviolet
Confocal Microscope shall have the following capabilities: 1. The
geometric distortion of displayed image shall be less than 1%. 2. Shall
be capable of scan speeds of up to 3 frames/second at 512x512pixels, 10
frames/second at 64x64 pixels, and 1900 lines/second. Scan format shall
be selectable form 64x64 pixels to 2048x2048 pixels. Shall provide scan
modes of XY, XZ, XT, XYT,XZT, XYZ, and XYZT. 3. Shall provide at least
six different scan speeds. Shall be capable of either uni-directional
or bi-directional scanning. All lasers shall include acosto optical
tunable filter control. All lasers shall be optically coupled to merger
module and to scanner. 4. Shall include a built-in spectrophotometer
detector capable of; spectral detection from 400 to 800 nanometers,
optical spectral separation in 1 nanometer increments, determining the
spectral curve of auto fluorescence and any fluorochrome from 400 to
800 nanometers, and continuously adjustable emitted wavelenth detection
from 400 to 800 nanometers in 1 nanometer increments. 5. Shall include
a workstation for applications in Cybase, FISH and CGH. 6. The
Contractor shall provide a Year 2000 Warranty for each hardware,
software, and firmware product delivered under this contract. The
contractor shall be able to accurately process the data including but
not be limited to, calculating, comparing, and sequencing from, into,
and between the twentieth and twenty-first centuries and for the the
Year 2000 and leap year calculations. Nothing in this warranty shall be
construed to limit any rights or remedies the Governemnt may otherwise
have under this contract with respect to defects other than Year 2000
performance. Offerors must provide descriptive literature, warranties,
and/or other material that demonstrate that their offer meets the
foregoing requirements. The purchase order will be issued to the
responsible offeror with the lowest-price that fuly meets the
requirements of the solicitation. This solicitation incorporates the
provisions at FAR 52.212-1, INSTRUCTIONS TO OFFERORS-COMMERCIAL ITEMS,
at FAR 52.212-3, OFFEROR REPRESENTATIONS AND CERTIFICATONS-COMMERCIAL
ITEMS. The latter provisions includes the DUNS Number addendum. The
resulting contract will incorporate the requiremetns of the Clause at
52.212-4, CONTRACT TERMS AND CONDITIONS-COMMERCIAL ITEMS, and the
requirements contained in paragraphs(a) and (d) of the clause at FAR
52.212-5, CONTRACT TERMS AND CONDITIONS REQUIRED TO IMPLEMENT STATUTES
OR EXECUTIVE ORDERS- COMMERCIAL ITEMS-DEVIATION FOR SIMPLIFIED
ACQUISITIONS. The Contract will also incorporate the following FAR
clauses cited in paragraphs (b) and (c) of the latter clause: FAR
52.222-26, EQUAL OPPORTUNITY; FAR 52.222-35, AFFIRMATIVE ACTION FOR
SPECIAL DISABLED AND VIETNAM ERA VETERANS; FAR 52.222-36, AFFIRMATIVE
ACTION FOR HANDICAPPED WORKERS; FAR 52.222-37, EMPLOYMENT REPORTS ON
SPECIAL DISABLED VETERANS AND VETERANS OF VIETNAM ERA; AND FAR
52.225-3, BUY AMERICAN ACT-SUPPLIES. Offerors must submit a complete
copy of Representations and Certifications, including the provision for
the DUNS Number (FAR Clause 52.204-6), with their offer. Offers are due
20 days after the publication date of this notice by(June 22, 1998)
2:30 p.m. EST. Offerers must be in writing and shold be submitted as
follows: 1) a completed SF 18 or 1449, signed by an individual
authorized to bind the organization; 2) a Schedule of the offered
materials containing pricing and a delivery schedule; 3) completed
representations and certifications-commercial Items, with DUNS Number
addendum; 4) descriptive literature indicating that the offer meets the
stated requirement; 5) acknowledgment of amendements, if any. the
Representations and Certifications or other cited provisions and
