detection of lightning from space, and currently has two instruments in
low Earth orbit, each acquiring 500 images per second. A proposal is
being prepared at MSFC to develop a 3rd generation space instrument,
the Lightning Mapper Sensor, to be placed in geosynchronous orbit for
lightning observations over the continental United States and the
Amazon River basin, as well as adjacent ocean areas. Due to the very
large areas to be observed, it is anticipated that the LMS will need to
process image data at the rate of 400 million pixels per second For the
preparation of the detailed LMS proposal, the MSFC is interested in
teaming with an organization which would provide the necessary manpower
and facilities to complete the development, using the knowledge base
derived from the two existing orbiting instruments, as well as
preliminary LMS design concepts being developed by the MSFC. Interested
organizations should provide the MSFC with a short information package
(no more than ten pages) on what your organization is willing
accomplish on the LMS development, how that would be accomplished, and
Rough Order of Magnitude (ROM) estimates. In addition, the information
package should address: a) the experience of the organization in
performing similar work on flight-proven sensors; b) the experience and
expertise of the key personnel who would be assigned to this effort; c)
the cost effectiveness displayed in the approach for accomplishing the
various development tasks; d) demonstrated ability to work within the
time constraints available. It is expected that the teaming
organization will participate actively in the LMS detailed proposal
preparation from late June through September of this year. It is not
the intent of the MSFC to reimburse organizations for the cost of
submitting information in response to this RFI, or to pay for proposal
preparation costs incurred by its teaming partner. Organizations with
