National Center for Environmental Assessment has the responsibility
under the Clean Air Act for preparing a document describing the
scientific criteria for National Ambient Air Quality Standards (NAAQS)
for Particulate Matter (PM). The NAAQS for PM will become part of the
next PM Air Quality Criteria Document (AQCD). This review of the
scientific basis for PM is being conducted in several phases. For
purposes of the current phase USEPA is seeking to retain the
professional services of a scientist with knowledge of PM measurement
techniques and errors and of PM composition. USEPA intends to issue
Request For Quotations (RFQ) to sources that have been qualified as
capable of performing professional services in support of the Agency's
effort to prepare a document describing the scientific basis for
review and possible revision of the current National Ambient Air
Quality Standards (NAAQS) for Particulate Matter (PM). These previously
qualified sources were identified through responses to USEPA's Commerce
Business Daily (CBD) announcement of 02/20/98, which expressed that the
Agency was seeking potential sources possessing scientific backgrounds
and extensive knowledge of particulate matter with the capability to
provide USEPA with high quality assessment of the latest available
scientific information to be used in support of the next PM NAAQS
review. Previously qualified sources were evaluated based on submission
of: curriculum vitae, publication history and other written materials
that described scientific expertise, and evidence of previous
contributions to similar assessments. Interested parties not previously
qualified will be required to submit similar materials to establish
qualifications with their proposals. The required services will involve
the completion of several tasks, which could involve: (1) authorship of
one or more technical draft sections on PM measurement techniques and
errors and PM composition for the revised PM Air Quality Criteria
Document (AQCD); (2) participation in scientific peer-review meetings
/ conferences (travel will be required); (3) attend Clean Air
Scientific Advisory Committee (CASAC) Review Meeting and assist in the
revision of the draft PM ACQD in response to CASAC review and public
comments; and (4) assist in developing responses to comments received
from the public and from the Clean Air Scientific Advisory Committee of
EPA's Science Advisory Board. A detailed Statement of Work will be
issued with the RFQ. Requests for Quotations will be issued to
previously qualified sources on or about 06/17/98, providing for a
response time of a maximum of 14 days. EPA intends to issue a
firm-fixed price purchase order, with a cost reimbursable line item for
Travel. Issuance of a purchase order will be based on technical
qualifications and low price. Interested parties who did not respond to
the 02/20/98 CBD announcement should request a copy of the RFQ by
sending an e-mail to Billy J. Oden, Contracting Officer, at the e-mail
