B -- EVALUTING THE IMPACT OF TITLE III OF THE RYAN WHITE CARE ACT SOL 240-HAB-8(8)(SB) DUE 061698 POC Sarah Bueter, 301-443-5352 The Health Resources and Services Administration (HRSA) is soliciting proposals in accordance with the Simplified Acquisitions Procedures in Part 13 of the Federal Acquisition Regulations (FAR). HRSA expects to make multiple awards from this solicitation. The proposed purchase orders (6) shall be for a period of one year. THE AWARDS OF PURCHASE ORDERS RESULTING FROM THIS SOLICITATION ARE RESTRICTED TO TITLE III EARLY INTERVENTION SERVICE GRANTEES RECEIVING FUNDING AS OF OCTOBER 1, 1997 UNDER THE RYAN WHITE CARE ACT. These are the only entities with access to the proprietary data required to conduct these studies. The purpose of this procurement is to provide local evaluation studies to assess impact of Title III of the Ryan White Comprehensive AIDS Resources Emergency (CARE) Act by measuring the interval from initial diagnosis with HIV infection to the entry into primary care services and to examine factors associated with variations in that interval. The Grantee must have access to data sets that would allow the tracking of individuals from diagnosis to treatment. The data set must also provide demographic information including race, ethnicity, gender, age, HIV risk category, and health insurance status. Solicitation will be issued June 16,1998.
