is not an RFP. In accordance with FAR Part 10, OCALC is conducting
Market Research for Technology Task Order Engineering Services (TTOES).
The purpose of TTOES II is to acquire sustaining engineering services
to support aerospace systems and the associated depot support
processes. The proposed contractual action is projected to be for a
period of five (5) years. Initially, there will be a minimum dollar
amount placed on the resultant contract. Assigned tasks under the
proposed contract(s) may include analysis; process modeling;
development of technical reports, plans, and recommendations; selection
and management of subcontractors; integration of multiple hardware and
software design inputs into a single, government-owned, optimum
design; preparation and documentation of non-proprietary technical and
re-procurement data; prototye design and development; qualification
testing; and qualification of manufacturing sources. The contractor(s)
performing the tasks will be excluded from manufacture of material for
the production process either as prime contractor or subcontractor,
with the exception of the prototype manufacturing. Contractor(s) must
possess the facilities, personnel, and technical expertise to perform
a broad range of engineering activities. Performance requires an
experienced program manager, multidisciplinary design teams, extensive
facilities for hardware and software development and testing, as well
as demonstrated experience on similar projects. The contractor will
provide technical assistance for planning, cost analyses, specialty
engineering integration, prototype design, testing, development of
re-procurement data, source qualification, process modeling, and system
engineering. Delivery and performance requirements will be established
on individual tasks directed under this contract. Manufacturing effort
will involve fabrication, qualification testing, manufacturing source
qualification, system integrating, integration of hardware and software
design inputs into a single design, and identification of all special
processes and quality assurance requirements. Manufacturing knowledge
to establish producibility and manufacturing requirements is required.
