Contracting Officer, (303) 236-9432 Provide Architect-Engineer services
for the evaluation, construction, maintenance and/or rehabilitation of
facilities on Bureau of Land Management administered lands in Idaho.
These facilities typically consist of buildings; utilities including
electrical systems, water and sewage systems, communications and
security systems, and HVAC systems; roads and trails, bridges; dams;
dikes, canals, pumps and water control structures; raceways and piers
and bulkheads; fences and gates, visitor facilities; wildlife habitat.
Work may include design of interpretive exhibits to provide public
information, architectural, structural, mechanical, electrical, civil,
geotechnical, landscape architect, and cartographic capabilities plus
related support. Services to be provided in three categories: 1)
Advance Project Planning, including gathering, analysis and
documentation of data required to establish requirements for project
justification, budgeting and design of the project, 2)
Design/documentation for construction ofnew facilities and the
rehabilitation or maintenance of existing facilities by contract or
force account, including the preparation of plans, specifications,
bidding schedules and cost estimates, 3) Construction management,
including management of all actions required to complete the proposed
facility from contract award of start of construction to acceptance
including the warranty period. A 3 year IDIQ contract will result. The
Delivery Orders will have a minimum of $2,500 and maximum of $50,000.
The estimated yearly cost will be $100,000. Evaluation criteria in
order of importance are: (1) Specialized experience and technical
competence in the type of work required, (2) Professional
qualifications necessary for satisfactory performance of required
services, (3) Past Performance on contract with Government agencies and
private industry in terms of cost control, quality of work, and
compliance with performance schedules, (4) Capacity to accomplish the
work within the required time, affording the government prompt service
as outlined on each delivery order, (5) Location in the general
geographic area of the projects and knowledge of the locality of the
projects, provided, that application of this criterion leaves an
appropriate number of qualified firms, given the nature and size of the
project, so that personnel involved in field investigation and
operations possess necessary knowledge of requirements and laws of the
