-- Webmaster to manage BISNIS Homepage-BISNIS-online -- The Department
of Commerce/ITA Office has a requirement to hire a webmaster to manage
BISNIS' Homepage BISNIS-online & to design & implement BISNIS-NIS
Russian Language Home page. The contract will be for (12) months
(beginning on or about June 20, 1998) with an option for a one-year
renewal. The contractor shall report directly to BISNIS Director,
Deputy Director and COTR. Contractor will be based at the U.S.
Department of Commerce Building, Room 7413, 14th and Constitution Ave.,
N.W. Washington, D.C. or upon planned move at Ronald Reagan Building
and Center for World Trade, 14th St., N.W., Wash., D.C. Duties may
involve significant movement between both locations. Contractor will
not be paid for commuting expenses to and from DOC bldgs. However,
contractor will be reimbursed for authorized work-related travel
expenses in fulfillment of listed duties below. Duties: (1) Contractor
shall be responsible for daily updates of BISNIS' Internet home page
and weekly updates to the flashfax system. Documents to be loaded on
systems will be provided to contractor by BISNIS staff on a regular
basis. Contractor shall edit, format, and place files on the Internet
and flashfax, update hypertext annd menu pages, and maintain relevant
text files in a timely and orderly manner. The contractor shall also
create graphic, forms, programs, and search tools for the Web sites as
needed. (2) Contractor woll be responsible for designing and modifying
a new NIS BISNIS home page in Russian. Contractor will both search for
Russian language resources to load on thhe NIS page, and load
currently available documents. (3) Contractor will track usage
statistics on the internet and flashfax. (4) Contractor shall regularly
research relevant sites on the Web that relate to Russia and the New
Independent states and put in a hypertext link to such information.
Contractor shall work with local NIS Embassies and appropriate
Ministries in NIS countries to expand the amount of economic and
commercial information available on BISNIS homepages and flashfax.
Evaluation Criteria: (1) Experience with constructing/maintaining
flashfax systems and home pages on the World Wide Web, and knowledge of
hyper-text mark-up language, file transfer protocol, Windows NT, and
Java Script and Russian character sets, i.e. K018-R and Cp-1251 (2)
Demonstrate experience with professional graphic design, especially for
internet applications (3) Ability to speak, read and write the Russian
language proficiently. Candidates should have background in
international business and a knowledge of business, economic and
political developments in Russia and the New Independent States that
will enhance their ability to develop a NIS home page aimed
specifically at assisting NIS business people in accessing commercial
information on doing business with U.S. companies. Award will be made
under Simplified Acquisition Procedures. The Government anticipates
