MODERNIZATION TO BE AWARDED UNDER COMPETITIVE 8(A) PROGRAM SOL

Joan Miles, 301-227-1159 Contract for personnel to provide the
Carderock Division Naval Surface Warfare Center (CDNWSC) with
uninterrupted on-site Operations and Maintenance (O&M) support for
CDNET (Carderock Division NETwork) and modernize the network
infrastructure within CDNSWC. The Government estimates that it will
need approximately 69,360 man-hours per year for year one, 69,340
man-hours for year two, 65,400 man-hours for year three, and 51,660
man-hours per year for years four and five for a total estimated effort
of 307,420 man-hours over the five year period of performance of this
contract. The contractor's personnel will be required to perform the
following services: (1) Operations, maintenance, troubleshooting and
repair services on the Physical Cable Plant, LAN systems, WAN systems,
and ancillary systems. This includes, but is not limited to Bridges,
Routers, Hubs, Repeaters, Edge Switches, ATM switches, fiber optic
cable components, 10BaseT cable components (UTP and STP), 10Base2 cable
components, Communication Servers, Data Modems, Uninterruptible Power
Supplies, and broadband CATV system components. (2) Installation,
configuration integration, troubleshooting and problem resolution on
user workstations for network and communication software including
TCP/IP communications packages, Novell LAN drivers and shells,
Microsoft Drivers, modem communication packages, and similar network
software. User workstations supported include all versions of Microsoft
Operating Systems as well as Macintosh systems and some UNIX systems.
(3) Installation, configuration, integration, user registration, file
backups, troubleshooting and problem resolution for servers including
but not limited to Novell 3.x, Novell 4.x, NT servers and UNIX servers.
(4) Network engineering/management support for CDNET including
monitoring network performance, recommending configuration changes that
will improve network performance, configuration of routers, edge
switches, and ATM switches to optimize performance on the network and
design of network services for new buildings or renovated areas.
Experience with CISCO equipment, HP Openview and CISCO Works is
required. (5) Provide HelpDesk analysts. Analysts are expected to
support Microsoft Exchange, Microsoft Office produces, basic UNIX
questions, standard Naval Surface Warfare Center and standard
Department of Defense software applications (for example, Standard
Procurement System, Industrial Logistics Support Management Information
System (ILSMIS), Standard Labor Data Collection and Distribution
Application (SLDCADA), Corporate Travel System) and locally developed
software (for example, the Corporate Data Warehouse). (6) Provide
computer operations services in support of business data processing.
(7) Install network cabling within renovated areas. All employees must
have at least an INERIM SECRET clearance within three months after
he/she starts work, and a final SECRET clearance within six months
after starting work. The contractor shall provide Year 2000 compliant
information technology. This is a competitive contract offered under
the Section 8(a) program of the U.S. Small Business Administration. All
offerors must be certified by SBA as an eligible small business under
the 8(a) program in SIC Code 7371 on the date their proposal is
submitted. Offers submitted by firms not certified by SBA in the 8(a)
program under SIC Code 7371 will not be considered for award. It is
anticipated that solicitation N00167-98-R-0046 will be issued on or
about 15 June 1998, and will close thirty days thereafter. Offerors who

name of the SBA District Office that handles their company, name and
telephone number of their SBA employee contact at that District Office,
