E-MAIL: NIST Contracts Office, Contract@nist.gov. The National Institute of Standards and Technology (NIST) intends to negotiate with Construction Technology Laboratories, Inc. (CTL), 5420 Old Orchard Road, Skokie, IL 60077 on a sole-source basis for testing/analysis of cement Standard Reference Materials (SRMs). Tasks shall include the following: (1) fused bead fabrication and homogeneity testing by X-ray fluorescence (XRF) for SRMs 1880a, 1882a, and 1883a (25 specimens each in duplicate); (2) fused bead fabrication for SRMs 1880a, 1882a, and 1883a (7 specimens each in duplicate) including calibration standards, graphs, and quantitative analysis; (3) quantitative analysis using traditional "wet" analytical methods for sample preparation, sulfate, chloride, fluoride, and phosporus; (4) usage of chemical digestion followed by AA or ICP measurements for Na, K, Mg, Al, Fe, Mn, Cr, Sr, Ti and Zn; and (5) usage of ASTM traditional "wet" methods for calcium and silicon. The Contractor shall submit reports of analysis (ROAs) for all analyses, including results of calibration standards, graphs, and quantitative analyses. ROAs shall have complete documentation of the procedures used. The Contractor shall submit results of control materials (SRMs 1880, 1882, and 1883) for the above tasks and rerun all suspect analyses. All control material results shall be within the certified limits of the control materials and shall be comparable to the precision of the existing cement SRMs. The anticipated period of performance is from date of contract award through 90 days thereafter. A sole source procurement is proposed on the basis that only CTL can ensure continuity in measurement standards between earlier NIST SRMs, the American Society of Testing and Materials (ASTM), and the cement industry. As such, the Government intends to solicit one source under the authority of 41 U.S.C. 253(c)(1), "Only One Responsible Source." This notice of intent is not a request for competitive proposals. However, all proposals received within 15 days after date of publication of this synopsiswill be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Written responses shall contain sufficient documentation to establish a bonafide capability to fulfill the requirement. A solicitation is not available. (0153)
