The primary focus of the proposed work is directed towards a real-time and simulated battlefield information system. The contractor shall conduct an overview study of this domain that includes: a. The Army Command, Control and Intelligence (C21) real-time operations as it relates to the analytical portion of their daily operations in today's army as well as projecting towards operations for the Army After Next. b. The Army simulation and war gaming practices to understand the purposes and effectiveness of these simulations and war gaming. c. The computer software tolls used in the operational and simulation and war gaming environments to identify the computer hardware and software and information architectures and communication protocols and standards. The contractor shall provide a final report. It is the intent of the Government to award a contract on a sole source basis to Texas Center for Applied Technology, Office of Sponsored Research, College Station, TX pursuant to FAR 6.302-1. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within fifteen (15) days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
