Medical Research Acquisition Activity intends to prepare Disease Vector
Ecology Profiles (DVEPs) on the regions specified in the RFP below
(inclusive of all countries listed) for the Defense Pest Mgmt
Information Analysis Center (DPMIAC), Armed Forces Pest Mgmt Board
(AFPMB), Forest Glen Section, Walter Reed Army Medical Center (WRAMC),
Washington, DC. Contract performance period shall be from 1 Jul 98 --
30 Jun 99, with four 12 month option periods. This is a combined
synopsis/solicitation for commercial items prepared in accordance with
the format in Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only RFP; proposals are being requested and a written RFP will not be
issued. This is a RFP and the RFP document and incorporated provisions
and clauses are those in effect through Federal Acquisition Circular
97-02. The following are the attachments (Att) to this RFP Attachment
I, Generic DVEP outline, Att II Sample DVEP, Suriname, Att III
Pertinent excerpts from World Fact Book, Att IV Pertinent Disease Risk
Assessment Profiles (DISRAP), Att V Pertinent Vector Risk Assessment
Profiles (VECTRAP). A copy of the referenced atts can be obtained by
calling, contract specialist, 301-619-2375. The following are a list of
CLINs: CLIN 0001 Prepare regional DVEP on the Middle East (Bahrain,
Cyprus, Iran, Iraq, Israel, Jordan, Kuwait, Lebanon, Oman, Qatar, Saudi
Arabia, Syrian Arab Republic, Turkey United Arab Emirates, Yemen),
Quantity and Units (Q&U) one; CLIN 0001AA Prepare regional DVEP on
North Africa (Algeria, Canary Islands, Egypt, Libya, Morocco, Tunisia).
The offeror shall provide a unit price for 4 option periods, the
regional DVEPs shall be determined when they are exercised. At time of
award the Government will provide the following:(1)The results of a
literature search of the DPMIAC database of all countries within the
specified region for which this DVEP is being prepared;(2)Central
Intelligence Agency (CIA) base maps that shall be used by the
contractor to construct distribution maps(with legends and figure
captions) of significant vectors/diseases in a computer-graphic medium
compatible for retrieval as a Microsoft Word document (version 6.0 or
later) for importation to the DPMIAC computer system and for quality
reproduction; (3)Regional/country information from the CIA World Fact
Book(politics excluded), and region-/country-specific extracts from the
Armed Forces Medical Intelligence Center's (AFMIC) Medical
Environmental Disease Intelligence and Countermeasures
(MEDIC);(4)Applicable World Health Organization (WHO) insecticide
resistance data;(5)copies of old country DVEPs (revisions/updates) or
partly written draft DVEPs available on countries within the specified
region;(6)copy of new generic regional DVEP outline and/or sample DVEP
in new format;(7)relevant AFPMB Technical Information Memoranda. All
government furnished materials not consumed in the performance of this
contract shall be returned upon completion/termination of this
contract. The contractor shall provide all labor and materials at the
contractor's own facilities to complete the specified DVEP. The
Contractor shall be able to perform electronic literature searches of
non-DPMIAC technical libraries and other preapproved sources for
country specific information on vector-borne disease, vertebrate and
invertebrate reservoirs of disease, and venomous/noxious plants.DVEP
format shall be organized according to the outline and format as
provided in Attachment I. The standard format shall be printed on 8-by
11-inch paper (and on 3 inch diskette), single spaced, 12 pitch, Times
New Roman font, 1-inch margins, checked for spelling and grammar and
pagination bottom center. Scientific names will be italicized, no
exceptions.The contractor's name, insignia, and logo shall not appear
on or in the document. DVEP content shall be provided to compile,
analyze, extrapolate, and format relevant data as a DVEP for the
specified region. Documents shall include an executive summary (not to
exceed 2 pages), an accurately paginated table of contents and
sections on vector-borne diseases of proven or potential military
importance, infectious agents, epidemiology, transmission, vector
bionomics/control, and venomous/noxious animals and plants of concern
to deployed military forces. The proposed executive summary is required
within the first 20 days to encourage the contractor to quickly
complete a preliminary search of available information, organize the
DVEP contents and visualize the end result from the beginning.
Information shall be provided on behavior, habitat, distribution, mode
of injury and toxic manifestations of venomous/noxious organisms. The
executive summary and text shall clearly emphasize the relative
importance of potential disease scenarios that, because of their
virulence, rapid incubation period, debilitating nature or high attack
rate, pose a significant threat to the health of military personnel
and the accomplishment of missions. The document shall be highly
tailored to vector-borne disease scenarios with potential impact on
deployed forces in the specific region. Text that is generalized,
non-country or region specific or applicable only to civilian
circumstances will not be accepted. A bibliography of selected
references shall be prepared. Annotated appendices shall be prepared,
listing (a) medically important arthropods including, but not limited
to, mosquitoes, biting flies, filth flies, fleas, lice, ticks, sand
flies, mites; (b) blood-sucking bugs, urticating insects, and other
medically important organisms and serious nuisance pests such as, but
not limited to, molluscs, leeches, snakes, rodent reservoirs of plague
and hantavirus, and venomous/noxious plants; and (c) insecticide
resistance information. The writing style and degree of readability for
a target audience of professional preventive medicine personnel and
commanders shall approximate the example. Complete sentences shall be
used. Estimate a document of 75-100 pages (not including appendices,
attachments, enclosures, etc.) is envisioned. The majority of documents
to be reviewed will be written in English, however some documents may
be written in other languages. The Contractor is responsible for
reviewing these documents. Two hard copies and two 3.5-inch diskettes
in the most current of Microsoft Word for Windows shall be delivered to
the Contracting Officer's Representative (COR). The contractor's name,
insignia, and logo shall not appear in the document. The specific
delivery schedule for the tasks under this contract is as follows:
Award; post award conference 10 days after award; CLIN 0001: detailed
outline and proposed executive summary 20 days after award; approval of
outline/executive summary; submit sample distribution map, sample
vector ecology table and sample technical narrative 30 days after
award; draft 120 days after award; receive reviewer comments from
DPMIAC on draft 150 days after award; submit final 160 days after award
; receive review comments from DPMIAC 170 days after award; submit
revised final 180 days after award. CLIN 0001AA detailed outline and
proposed executive summary 200 days after award; approval of
outline/executive summary 210 days after award; draft 300 days after
award; Receive review comments from DPMIAC on draft 330 days after
award; submit final 340 days after award; receive review comments from
DPMIAC 350 days after award; submit revised final 360 days after
award. The Government reserves the right to review the progress of the
DVEP at anytime. In accordance with FAR 52.212-1, Instructions to
Offerors-Commercial Items (OCT 1995) the offeror shall submit a
technical proposal which demonstrates proof of the following: Education
and Experience to include: advanced university training (MS or PhD) in
entomology, vector ecology or very closely aligned disciplines in
Integrated Pest Mgmt, Public Health Entomology or Medical Zoology. The
contractor shall have formal training in medical entomology and at
least 5 years field experience in military preventive medicine and
vector ecology, thorough understanding of military unique challenges of
protecting troops from arthropod-borne diseases and zoonotic diseases.
The contractor shall submit curriculum vitae of the proposed
employees. Literature Review/Writing Experience: The contractor must be
able to use computer technology to identify, access, research
appropriate scientific databases and technical literature and recognize
and extract pertinent information. The contractor must possess
excellent writing skills and be able to produce a draft document
suitable for publication and requiring little or no final editing. The
contractor will submit a list of publications and will be asked to
write a sample geographic profile on one of the countries covered by
this contract using background information provided in Attachments II
-- V. Past Performance information-ability to deliver well written,
high quality, printer-ready product on time. The offeror shall provide
the following information regarding their company: the number of
employees working in each scientific and technical specialty, work of
similar nature previously performed by the company, subcontractor
relationships, narrative on special qualifications, awards or
recognition received by the firm. Each offeror shall provide the
following information regarding each individual anticipated to work on
the contract: name, title, address, e-mail address, phone and fax #s;
proposed project assignment; total years experience; education;
special skills, Active Board Certified Entomologist; professional
memberships/appointments; publications; honors; and other experience
and qualifications relevant to the proposed project. The contractor
shall submit at least three Federal, State, local governments or
private contracts for which the offeror has performed work similar to
the requirements of this RFP. Include contracts within the last 3
years, including POCs, titles, and phone #. The offeror shall be
evaluated in accordance with 52.212-2 Evaluation-Commercial Items: The
Government will award a contract resulting from this RFP to the
responsible offeror whose offer conforming to the RFP will be most
advantageous, representing the best value to the Government price and
other factors considered. The following factors shall be used to
evaluate offers (1) Education and Experience, (2) Literature
Review/Writing Experience (3) Past Performance and (4) Price. Factors
are listed in their relative order of importance. Each offeror shall
submit an offer, which shall include the offered price and written
technical proposal to demonstrate their understanding of the evaluation
factors. Oral presentations shall be performed to demonstrate
understanding of the Government's requirements. The offeror shall
orally present their understanding as it pertains to the first three
factors. The offeror shall contact USAMRAA to schedule the oral
presentation.Offerors are reminded to include a completed copy of the
provision at 52.212-3 Offeror Representations and
Certifications-Commercial Items. Following clauses are hereby
incorporated into this RFP: 52.212-4 Contract Terms and
Conditions-Commercial Items (AUG 1996), Clause 52.212-5 Contract Terms
and Conditions Required to Implement Statues or Executive
Orders-Commercial Items (AUG 1996): Clauses apply are 52.203-10,
52.219- 8, 52.222-26, 52.222-35, 52.222-36, 52.222-37. Proposals are
