R -- SUSTAINING ENGINEERING SERVICES FOR B-2 COMBAT ELECTRONMAGNETIC ENVIRONMENT SIMULATIONS (CEESIM) SOL PKZ 658 DUE 070298 POC Jalane May, Contract Specialist, (850) 882-4141, or Vicky Dawson, Contracting Officer, (850) 882-4141 Sustaining Engineering Services (SES) for the B-2 Combat Electronmagnetic Environment Simulators (CEESIMs) are sought. The 16th Test Squadron (TS), Eglin AFB FL, is seeking to modify an existing sole source contract to provide Sustaining Engineering Services (SES). The existing contract was awarded to Amherst Systems Inc. This modification is planned to be accomplished IAW FAR 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements". The planned taskings direct the contractor to maintain and support the one B-2 CEESIM located at the 16TS Reprogrammable Electronic Warfare Systems Test (REWST) Facility, Eglin AFB FL, and the two B-2 CEESIMs located at the Weapons Systems Support Center (WSSC), Tinker AFB OK. The existing contract covers three B-1B CEESIMs and the 16TS are seeking to add the three B-2 CEESIMs to the existing contract. The CEESIM is an advanced radar environment simulator system that accurately generates and simulates three dimensional, complex emitter, high density signal, electromagnetic environments in real-time. It is used in the above facilities, as well as three B-1B laboratories, to support development and operational test requirements for electronic warfare (EW) systems. Both the simulator and the simulation software were designed and built by Amherst Systems, Inc. Proprietary data is involved. Tasking will includes: (1) emergency repair and on-call maintenance of the CEESIM hardware and software (2) technical studies for and development of upgrades for existing CEESIM hardware and software to overcome current limitations in test capabilities (3) system operation and maintenance training, and (4) requests for technical information. Due to the immediate need for support and the lack of adequate, existing support documentation, prospective contractors must have a prior and detailed working knowledge of the unique equipment and software involved. This must include knowledge in (1) the design, operation, and maintenance of the CEESIMs (2) the interface between the CEESIM and the B-2 defensive management system (DMS) and its associated support equipment, and (3) the radar threat environments in which the B-2 operates and their simulation using the B-2 CEESIM. Prospective contractors must submit evidence substantiating they possess the detailed knowledge and capabilities indicated above. If the contractor does not have Top Secret clearance with a special background investigation, response to this notice must contain proof the contractor understands the requirements for obtaining this type of clearance and that they can meet the requirements. In addition, the contractor must obtain an interim Top Secret clearance prior to award.
