This requirement was originally sent electronically to the CBD on 4/27/98. That original submission included a geographic restriction for the business location of offerors. That geographic restriction has now been eliminated. The United States Postal Service is seeking a contractor to provide design services in conjunction with a special segment of its stamp collecting programs. That special segment serves the needs of young collectors and potential collectors who are 8 to 12 years old. Experience in youth marketing will be viewed as an important asset for offeror. As part of attending to the needs of young collectors, the contractor would give consideration to the role of influencers of children(e.g. teachers, role models, etc.). Consideration would also be given to the purchasers of children's items (e.g. adult family members). The contractor will be required to transform Postal Service provided concepts for publications and products into final designs which are ready for hand-off to a printer or manufacturer for actual production of the item. Additionally, the contractor will be expected to originate concepts for publications and products for consideration by the Postal Service. The Postal Service will retain approval authority and overall management of the work performed by the contractor; however, the contractor will have account management responsibilities such as cost containment, schedule adherence, coordination with other production vendors, coordination with various Postal Service organizations, maintaining mailing list data bases, etc. The contract type will be cost reimbursement plus award fee. The award fee will be based on the contractor's performance as subjectively determined by the Postal Service. The contractor must be able to expand and contract its human and technical resources in a cost effective way with the ebb and flow of the Postal Service's requirements. Some of the requirements will be predictable and regularly scheduled, while others will be responsive to relatively spontaneous opportunities.
