to solicit industry comments, questions, and proposed solutions on the
following draft PWS for Education Services. This is a prototype of
what could become a template for use across the U.S. Air Force. The
existence of this PWS template does not imply that this function will
actually be contracted out, but only that it is a possibility for the
USAF's future consideration. This is a sources sought synopsis request
to identify potential offerors and solicit industry comments,
questions, and proposed solutions. The Government does not intend to
pay for any information provided. Responses to this request must
include: Business size, technical literature, cut sheets, pamphlets or
any documentation that will demonstrate the potential offeror's
ability to satisfy the Government's requirements. Responses must also
state that the contractor is not on the Parties Excluded from
Procurement Programs. Contractors with GSA schedule contracts shall
provide the contract number and expiration date. This PWS template's
goal is to provide a standard baseline of services contracted, and
recommend standards for acceptable service, if individual USAF MAJCOMs
decide they want to contract this function. MAJCOMs could take several
approaches to contracting the Education Services function. A few of the
possibilities are: contract it as a separate function at individual
bases, contract it as a separate function across all bases belonging to
that MAJCOM, or bundling this contract along with other services
contracts at particular bases. This function is currently being
performed on USAF bases by enlisted members or civilians, grades
generally ranging from Senior Airman to Master Sergeant and civilian
grades GS-9 to GS-12. The typical Air Force Base has 2 to 17 members
working in this function full time, depending on the size and mission
of the base. This draft PWS is being made available in order to get
commercial sector comments on its contents, and to generate questions
about areas within the document that are unclear. We are interested in
knowing whether similar contracts are currently being performed, and
are interested in getting copies of the contracting vehicles involved
in such cases. We are interested in past experience that any particular
company may have had in the Education Services function, or in similar
services areas. We are interested in the resumes and credentials of
any such companies. We are NOT interested in pricing estimates or ROMs.
Responses must be received via e-mail by this office no later than 19
Jun 98. A solicitation is not available at this time. Request for
future solicitation documents will not be considered responsive to this
request. The attached PWS draft shall not be interpreted or construed
to imply that the U.S. Air Force will in fact offer this area up for
contracting at any point in the future. This draft PWS will be removed
from this location at the close of business (1600 Local Standard Time)
