The EPA intends to contract, on a sole source basis, with Waterside Management Corporation, Inc. (WMC) to provide armed security services on the perimeter surrounding Waterside Mall (WSM). Specific areas of support include: 1) Patrolling the perimeter of WSM for protection of EPA employees and visitors; 2) Providing escort services for EPA employees and contractor personnel from WSM entrances/ exits to their vehicles, within one block of the building; 3) Providing escort services for EPA employees carrying money between WSM and banking facilities; 4) Checking perimeter doors to ensure they are secured; and 5) Checking security systems to ensure they are operational. Sole source procurement is necessary for this requirement because WMC owns the WSM building. Since the area immediately outside WSM is also privately owned by WMC, it is the only firm that may contract for private security guards to patrol its commercial space. The Government anticipates awarding a contract with a base period of nine months, four one-year options, and one three-month option. WMC shall furnish all necessary labor and Special Police Officers (SPOs), uniforms, badges, equipment, materials and supervision to satisfactorily perform the protection, patrol and escort services for EPA as described above.
