852-3485 Provide materials and services necessary for Construction of
the Rehabilitation of Munro Hall at the U. S. Coast Guard Academy, New
London, Connecticut. The work includes, but is not limited to,
construction of bathrooms within existing berthing rooms, conversion of
existing, galley, dining and recreation facilities to office and
berthing spaces; conversion of gang shower and toilet areas to
recreation, laundry and berthing spaces; new mechanical, electrical
systems and fire protection systems; replacement of windows, doors and
roof; seismic reinforcement; and remediation of asbestos, lead based
paint and PCB contaminated materials. The work also includes Optional
Bid Items 1:through 3. Optional Bid Item 1: Provide a new roof (the
existing roof shall remain under the base bid). Optional Bid Item 2:
Provide battery powered keyless entry locks (provide hotel guest lock
type hardware as the base bid). Provide Direct Digital Controls (DDC)
for the berthing room fan coil units. Optional Bid Item 3: Provide
landscaping, including plantings, mulch and seeding. Provide curtain
wall at stairwell # 2. Provide mini blinds. Provide electric heaters
for the berthing room fan coil units. All work shall be accomplished in
accordance with the specifications and drawings for this solicitation
and shall be completed within 450 calendar days after Award. The Coast
Guard intends to require the contractor to provide the following brand
name items: 1._Grinnell(Thorn Autocall)Fire Detection and Alarm System
equipment 2._Landis and Staefa DDC Control Equipment 3. Sargent R
series Keysets The Coast Guard does not own any proprietary data on
these items. Any offeror who believes they can provide a product that

and all necessary bid documents will be available June 22, 1998 and may
be obtained by submitting a check in the amount of $124.74 per set
(non-refundable) made payable to Ridgway's Inc., 5001 Cleveland Street,

solicitation and be placed on the bidder's list, interested parties
must submit a written request and payment to Ridgway's Inc. DO NOT send

DTCG47-98-B-3EFK12 is July 22, 1998 at 2:00 p.m. in Norfolk, VA. The
estimated construction cost is between $5,000,000 and $7,000,000. The
solicitation is unrestricted IAW the Small Business Competitiveness
Demonstration Program. For Minority, Women-Owned and Disadvantaged
Business Enterprises, the Department of Transportation (DOT), Office of
Small and Disadvantaged Business Utilization (OSDBU), has programs to
assist minority, women-owned, and disadvantaged business enterprises to
acquire short-term working capital and bonding assistance for
transportation-related contracts. This is applicable to any eligible
prime or subcontract at any tier. The DOT Bonding Assistance Program
enables firms to apply for bid, performance, and payment bonds up to
$1.0 million per contract. The DOT provides an 80 percent guaranty on
the bond amount to a surety against losses. Loans are also available
under the DOT Short Term Lending Program (STLP) at prime interest rates
to provide accounts receivable financing. The maximum line of credit is
