NOTICE: Contractor shall provide all labor, materials, equipment,
transportation and supervision necessary for the Shinnecock Waterfront
Rehab project. Work includes the following: Demolish and dispose of
2800 SF of concrete pier and wharf including complete removal of 57
timber piles; demolish and dispose of two timber piers totaling 1044 SF
and including complete removal of 51 timber piles; demolish and dispose
of a timber marine railway totaling 2940 SF and complete removal of 52
timber piles; repair an existing timber sheet pile bulkhead by driving
approximately 1000 SF of new timber sheeting; construct a new section
of wharf including 12 timber piles, approximately 2300 SF of precast
and prestressed planks, and 2" of concrete topping; install a 4 ton jib
crane including construction of a foundation consisting of 5 timber
piles supporting an 11'x12'x3' reinforced concrete foundation and
install a rotary phase converter to convert the single phase incoming
power to three phase; installation of 1520 SF of concrete floating
docks to include 8 concrete filled steel piles and a new 15' aluminum
gangway; and various incidental related work including relocation of
two street lights, relocation of electrical shoreties and relocation of
a diesel fuel pumping station. MARINE EXPERIENCE IS REQUIRED TO
ACCOMPLISH THIS WORK. Completion time is 90 days from receipt of the
Notice to Proceed. Estimated cost of this project is between $250,000

Bidders are required to verify the number of amendments prior to bid
opening with the Contracting Officer. The bid opening date is scheduled
for 29 July 1998 at 2:00 pm. This project is issued pursuant to the
Small Business Competitiveness Demonstration Program, and is
unrestricted. THE FOLLOWING NOTICE IS PROVIDED AS INFORMATION FOR
MINORITY, WOMEN-OWNED, AND DISADVANTAGED BUSINESS ENTERPRISES: The Dept
of Transportation (DOT) Office of Small and Disadvantaged Business
Utilization (OSDBU) has a program to assist minority, women-owned and
disadvantaged business enterprises to acquire short-term working
capital and bonding assistance for transportation-related contracts.
This is applicable to any prime or subcontract at any tier. The DOT
Bonding Assistance Program enables firms to apply for bid, payment and
performance bonds up to $1.0 million per contract. The DOT provides an
80% guaranty on the bond amount to a surety against losses. Loans are
available under the DOT Short-term Lending Program (STLP) at prime
interest rates to provide accounts receivable financing. The max. line
