recording system capable of frame rates at or above 250 frames per
second. It is important that these systems operate well at these high
frame rates under typical room lighting. Camera must be usable at
distances of up to 125 feet from video drive/record unit. System should
use standard VHS or Super-VHS tapes for recording. Record length on
120-minute VHS tape is required to be at least 30 minutes at 250 frames
per second. A remote operation of the video recorder is required at a
distance of at least 20 feet from the video record unit. However, this
remote operation can be via a control unit connected to the unit by
wire if a wireless remote is not available. A full monitor display
height is required at the slowest frame rate at or above 250 frames per
second. If partial display capability is also available at higher frame
rates, then this is a desirable feature as frame rates of 500 or even
1000 will be needed on occasion. A zoom lens capability with a range of
10mm -- 50 mm is required. If available, a parallel interface is
desired to allow computer control of the video system. The following
hardware has been identified which would meet these requirements: Kodak
catalog no. 1655885 or equal HSV-500 C3 NTSC System; System includes
color camera and 5m camera cable, VCR processor, Y/C and BNC cables,
5.5-55mm F/1.6 lens, cassette tape, mating connectors for power input,
BNC/RCA adapter, operation manual, and carrying cases for camera and
VCR; Kodak catalog no. 1709757 or equal Power supply, 110-220 VAC with
110V 220V connectors; Kodak catalog no. 8344574 or equal HSV-500C3
IRIG-B Processor (one unit required per camera); Kodak catalog no.
1373901 or equal 10 meter camera cable; Kodak catalog no. 1524263 or
equal 50 meter camera cable; Kodak catalog no. 1880541 or equal 10
meter operation unit (keyboard) cable. This notice is a combined
synopsis/solicitation for commercial items prepared in accordance with
the format in FAR Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; quotes are being requested and a written
solicitation will not be issued. This procurement is being conducted
under the Simplified Acquisition Procedures (SAP). High Speed Video
Recording System, one each The provisions and clauses in the RFQ are
those in effect through FAC 97-04. The SIC code and the small business
size standard for this procurement are 3861 and 500 employees,
respectively. The quoter shall state in their quotation their size
status for this procurement. All qualified responsible business sources
may submit a quotation which shall be considered by the agency.
Delivery to NASA Langley Research Center is required within 60 days
ARO. Delivery shall be FOB Destination. The DPAS rating for this
procurement is DO-C9. Quotations for the items(s) described above may
be mailed or faxed to the identified point of contact [or bid
distribution office, by the date/time specified and include,
solicitation number, FOB destination to this Center, proposed delivery
schedule, discount/payment terms, warranty duration (if applicable),
taxpayer identification number (TIN), identification of any special
commercial terms, and be signed by an authorized company
representative. Quoters are encouraged to use the Standard Form 1449,
Solicitation/Contract/Order for Commercial Items form found at URL:

quotation. Quoters shall provide the information required by FAR
52.212-1. Please note that payments are to be made by electronic funds
transfer, accordingly, you must provide the mandatory information for
electronic funds transfer with your representations and
certifications. Failure to provide this information may delay or
prevent the receipt of payments through the Automated Clearinghouse
Payment System. If the end product(s) quoted is other than domestic end
product(s) as defined in the clause entitled "Buy American Act --
Supplies," the quoter shall so state and shall list the country of
origin. The Representations and Certifications required by FAR 52.2l2-3

Questions regarding this acquisition must be submitted in writing no
later than June 10, 1998. Quotations are due by 2:00 p.m., local time,
June 16, 1998, to the address specified above. Selection and award
will be made (on an aggregate basis) to the lowest priced, technically
acceptable quoter. Technical acceptability will be determined by
information submitted by the quoter providing a description in
sufficient detail to show that the product quoted meets the
Government's requirement. Quoters must provide copies of the provision
at 52.212-3, Offeror Representation and Certifications -- Commercial
Items with their quote. See above for where to obtain copies of the
