The Federal Emergency Management Agency (FEMA) Mt. Weather Emergency Assistance Center (MWEAC), Bluemont, VA intends to negotiate with Glenayre Western Multiplex Corporation, Sunnyvale, CA to provide Microwave Radios in support of FEMA's Mobile Emergency Response Systems (MERS) Detachments' Line-of-Sight (LOS) System. The MERS LOS System is an essential part of FEMA's required capability to ensure the provision of Federal telecommunications support to Federal, State, and local response efforts following a Presidentially declared emergency major disaster, extraordinary situation and other emergencies under the Federal Response Plan. An extensive market research has previously been performed by FEMA and a determination was made that the Glenayre Western Lynx SC 26 Model 31600 LOS Spread Spectrum Microwave Radio was the best value to the Government, in addition to meeting FEMA's requirements in regards to disaster support provided by the LOS System. This determination was made due to results of detailed testing performed on various model radios. The radios are considered commercial type items, therefore it is anticipated that simplified acquisition procedures will be utilized in accordance with FAR 13.6 -- Test Program for Certain Commerical Items. Interested persons may respond by identifying their capabiity to provide the required microwave radio, to include descriptive literature and pricing. Responses shall be in writing and sent to the address identified above, ATTN: Mrs. Sandi Nixon. Responses must be received no later than 15 calendar days from date of publication of this synopsis. This notice is not a request for competitive proposals. However, all proposals received by the date identified above will be considered by the Government. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government.
