Specialist, (317) 298-1180 Ext.1206 The purpose of this requirement is
to procure two each identical Gas Chromatograph-Combustion-Isotope
Ratio Mass Spectrometer Systems (GC-C-IRMS Systems), one each, for the
Los Angeles and one each for the San Francisco, California U.S.
Customs Service Laboratories. The GC-C-IRMS System shall consist of:
GC-C-IRMS, Continuous Flow Elemental Analyzer (EA), Ion Trap Mass
Spectrometer (MS), dual viscous flow inlet, and automated H20
equilibration for determination of country of origin of natural
materials. The instruments are being purchased to expand our analytical
capabilities by providing state-of-the-art technology. The GC-C-IRMS
systems must be capable of the following measurements: (1)
determination of the isotopic ratios of oxygen, hydrogen, carbon and
nitrogen in an in-line manner as compounds elute from the gas
chromatograph; (2) chemical identification of each compound eluted from
the gas chromatograph; (3) determination of the isotopic ratios of
oxygen, hydrogen, carbon, nitorgen and sulfure inbulk samples; (4)
determination of the total elemental compositions of oxygen, hydrogen,
carbon, nitrogen, and sulfur in bulk samples; (5) determination of the
isotopic ratios of oxygen, hydrogen, carbon, nitrogen, and sulfur in
individual gas samples; and (6) fully-automated determination of the
isotopic ratios of oxygen and hydrogen in aqueous samples. The
installed instrument system shall be new, commercially available, and
in commercial production as of the closing date of the solicitation. A
performance/technical specification will be provided with each
solicitation. In order to be considered for award each vendor must be
capable of meeting all requirements of the specification. Evaluation
criteria is lists as follows: A. Minimum Technical Specification weight
45% B. Serviceability, Support, and Training weight 20% C. Past
Performance weight 15% D. Cost weight 15% E. Warranty weight 5% It is
anticipated that award will be made to the contractor who submits a
proposal that provides the best overall valuein terms of each of the
evaluation categories identified above. This is an unrestricted
requirement. Required delivery date shall be 60 days from the date of
contract award. The GC-C-IRMS Systems shall be delivered as follows: 1
each to U.S. Customs Service Laboratory Los Angeles, California, and
1 each to U.S. Customs Laboratory San Francisco, California. Proposal
are due on July 27, 1998, at 4:00 p.m., Indianapolis, Indiana time.
Proposals shall be submitted in two parts, technical and cost to: U.S.
