Davis, 202-283-1235 The Internal Revenue Service (IRS) intends to
negotiate with Price Waterhouse LLP on a sole source basis under the
authority of the Federal Acquisition Regulation (FAR) Subpart 6.302-01,
to acquire electronic workpaper software that will enhance the process
of preparing, reviewing, storing, and researching internal audit
documentation. This is a combined synopsis/solicitation for commercial
items prepared in accordance with the format in the Federal
Acquisition Regulation (FAR) Subpart 12.6 as supplemented with
additional information included in this notice. This announcement will
constitute the only solicitaion; a written solicitation will not be
issued. This solicitation is issued as a Request For Proposals (RFP)
and the solicitation number is TIRNO-98-R-00054. This acquisition's
standard industrial classification code is 3577 and the related size
standard is 1000 employees. The IRS will acquire a license to the Price
Waterhouse's TeamMate 97 for 450 users. This includes training, support
upgrades, and scanning software. The software must be incorporated into
the IRS's computer and business architecture. Specifically, it will be
compatible with Windows NT 4.0, Microsoft Office 97 (Word, Excel,
Acess, PowerPoint, etc.). The software must be menu-driven, use an
intuitive graphical user interface, and provide on-line help. The
software must provide automated page numbering and indexing from
summaries, cross referencing between applications, facilitate workpaper
reviews and reviewer notes, multiple user access to files via local and
wide area networks, automatic workpaper document numbering, and
scanning capabilities. The software must allow reviewers to track
progress by audit plan or audit test. It must ensure accountability by
the electronic sign-off and dating of workpapers by preparer and
reviewer, and by creating a complete edit history of each workpaper and
summary. The software must provide built-in scanning that ensures the
images have not been modified. The software must provide access level
assignments and controls to prevent unathorizied document editing,
encryption, file compression, and back-up capabilities. TeamMate 97 is
compatible with the IRS Inspection Service's architecture and provides
all of these capabilities. The term of the contract shall be a base
year and two (2) one (1) year option periods for a total of three
years. Oral and written inquiries without this essential information
will not be accepted or considered. If no acceptable responses are
received within 15 calendar days after publication of this notice, no
subsequent notice will be provided prior to a contract award on a sole-
source basis to Price Waterhouse LLP. Offerors shall submit a technical
and price proposal in response to this notice. Offerors shall prepare
their proposals in accordance with FAR provision No. 52.212-01
Instruction to Offerors-Commerical Items, and shall include the
following information: (1) list and prices of the software to be
provided; (2) acknowledgment of each requirement listed above, or a
summaryof exceptions taken to specific requirements with alternative
proposals for each exception for IRS approval; (3) three "past
performance" references; and, (4) a complete copy of the FAR provision
No. 52.212-03, Offeror Representations and Certifications-Commerical
Items. The proposals will be evaluated on a pass/fail basis under the
following factors (1) ability to provide the software products and
related requirements, (2) past performance evaluation, and (3) fairness
and reasonableness of proposed price. Offerors are required to comply
with FAR clause No. 52.212-04, Contract Terms and Conditions-Commercial
Items, in its entirety. Under FAR clause No. 52.212-05, Contract Terms
and Conditions Required to Implement Statutes or Executive
Orders-Commercial Items, the contractor shall comply under paragraph
(b) with the following FAR clauses: (1) No. 52.203-06, (2) No.
52.203-10, (3) No. 52.219-08, (4) No. 52.219-14, (5) No. 52.222-26, (6)
No. 52.222-35, (7) No. 52.222-36, (8) No. 52.222-37, and (9) No.
52.225-09. In addition, the proposed contract will include IRS's rights
in data as set forth in FAR clause No. 52.227-14, Rights in Data
General, with its alternates II, III, and IV and FAR clause No.
52.227-19, Commercial Computer Software Restricted Rights. Offerors
shall submit an original proposal and one copy no later than 15 days
