The Space-Based Laser (SBL) Program Management Office (PMO) intends to issue Request For Proposal (RFP) F04701-98-R-0013 on or after 22 Jul 98 for the Space-Based Laser Readiness Demonstration (SBLRD) Project. This announcement augments the previous announcements published on 29 Jul 97; 11 Aug 97; 11 Sep 97; and 19 Dec 97. The RFP will be posted to the WWW site (Internet address: http://www.afbmd.laafb.af.mil/ade/sblproject.htm) on or after 22 Jul 98 and will be transmitted to those contractors on the source list. This acquisition will be awarded in accordance with the Federal Acquisition Regulations and supplements. The Standard Industrial Classification Code is 3761. The objective of Phase Two of the Space Based Laser Readiness Demonstration (SBLRD) effort is to conduct a research effort to advance and assess the feasibility of the SBL concept, to include assessing non-Ballistic Missile Defense (BMD) mission utility. This is planned to culminate in execution of an Anti-Ballistic Missile (ABM) compliant SBL ballistic missile defense (BMD) demonstration. Refer to the SBLRD WWW site for additional information. Based upon experience from previous programs and a desire for a successful completion of this activity in a timely, cost effective manner the effort requires a prime contractor with existing experience in large space systems and High Energy Laser (HEL) integration. The SBLRD project encompasses the entire spectrum of required effort from technology development; design, development, and integration of a complex HEL system into a large space vehicle; ground testing (including facilities design and construction); launch; and thorough on-orbit testing of the demonstrator. Integration and operation of a successful system of the projected size and complexity of the SBLRD space vehicle requires an understanding of space vehicle integration available only from a contractor with experience as the prime contractor for large space systems. Likewise, an understanding of the complexity in integrating HEL systems is vital, and developed only through experience with HEL development and integration efforts. The SBLRD acquisition is being conducted in two phases. Phase One consisted of Concept Definition Studies (CDS) which began on 17 Feb 98 with two $10 million "Other Transactions" Agreements awarded to TRW Space and Laser Programs Division, Redondo Beach, CA and Lockheed Martin Astronautics, Denver, CO for a six month period of performance. The objective of the CDS effort is to define and refine space demonstration concepts advancing SBL technologies and understanding to support any future decisions about pursuing an operational SBL system. The PMO intends to issue a solicitation to only those Offerors identified with the interest and capability to act in the role of "prime" for Phase Two of the SBLRD effort, covering the design, development, fabrication, test, launch, and on-orbit operation of the SBLRD. Firms not performing under the CDS, yet interested and capable for such a "prime" role, must submit a statement of capability to perform the effort within 20 calendar days of this synopsis to: SMC/ADK, Attn.: Capt Mark Baird, 2420 Vela Way, Suite 1467-80, El Segundo, CA 90245-4659.
