Naval Air Warfare Center Weapons Division (NAWCWPNS), China Lake, CA
intends to solicit, on an other-than-full-and-open-competition basis,
with General Electric Aircraft Engine Co. (GEAE), 1 Newmann Way,
Cincinnati, OH 45215-6301 and Pratt & Whitney, PO Box 109600, West Palm
Beach, FL 33410-9600. The requirement is to reduce engine vulnerability
to combat damage for either the F404 and F414 turbofan engines (GEAE),
or the F100 and F119 turbofan engines (Pratt & Whitney). Specific
tasks include: (1) provide information about the control systems of
either the F404 and F414 turbofan engines or the F100 and F119 turbofan
engines; (2) develop algorithms describing the effects of combat damage
on the performance of the F404/F414 or F100/F119; and (3) incorporate
these algorithms into dynamic computer models of either the F404/F414
or the F100/F119. Engine control design and performance simulation of
current and advanced US Air Force and Navy engines are the main areas
that will be addressed in this effort. Specifically, the F100 (turbofan
engine of the F-15 and F-16 aircraft), the F119 (turbofan engine of the
F-22 aircraft), the F404 (turbofan engine for the F/A-18 A/B/C/D
aircraft), and the F414 (turbofan engine of the F/A-18E/F aircraft) are
the engines that will be studied and combat damage simulated.
Negotiations will be conducted solely with GEAE and Pratt & Whitney
since these engines are designed and supplied to the US Air Force and
Navy by GEAE and Pratt & Whitney companies. The solicitation will call
for a contract to be completed in three phases: Phase I will be the
base period. The anticipated period of performance for Phase I is from
award to Dec 31, 1998. Phase II (Option 1) period of performance is
from 01 Jan 1999 through 30 Sept 1999; Phase III (Option 2) period of
performance is from 01 Oct 1999 through 30 Sept 2000. The anticipated
award date of the base period is 30 Sep 98. For more information
