Rome Research Site intends to issue an unrestricted solicitation seeking full and open competition which will result in a Cost Plus Fixed Fee Indefinite Delivery/Indefinite Quantity Task Order Contract. Solicitation Number F30602-98-R-0134, entitled, "Multi-Intelligence & Information Technology Exploitation (MIITE), POC, Bonnie L. Goetz, Contract Specialist, 315-330-2008; William S. Hartnett, Program Manager, 315-330-7452. This will be a (36) month effort to perform technical tasks in the areas of Multi-Intelligence and Information Exploitation and data fusion in support of the Fusion Technology and Multi-Sensor Exploitation Branches of the Information Directorate in the Air Force Research Laboratory. The successful offeror will be required to rapidly find and apply the best technology and technologist to the problem at hand. The RFP will be released no sooner than 98JUN17. Foreign participation is excluded at the prime contractor level. Top Secret and SCI clearances will be required for performance. Source Selection criteria will be set in Section M of the solicitation. A sample task will not be included in the RFP. This solicitation is not classified. An Ombudsman has been appointed to hear significant concerns from offerors or potential offerors during the proposal development phase of this acquisition. Routine questions, such as clarifications of the Statement of Work or the terms and conditions, are not considered to be "significant concerns" and should be communicated directly to the Contract Specialist, 315-330-2008. The purpose of the Ombudsman is not to diminish the authority of the Contracting Officer or Program Manager, but to communicate contractor concerns, issues, disagreements and recommendations to the appropriate Government personnel. The Ombudsman for this acquisition is Vincent Palmiero, Chief, Policy and Management Division, at 315-330-7746. When requested, the Ombudsman will maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process. The Ombudsman should only be contacted with issues or problems that have been previously brought to the attention of the Contract Specialist/Contracting Officer and could not be satisfactorily resolved at that level.
