This action adds information provided in the notice published on 28 May
1998. The specification requirements partially include 1) personnel
conducting Polarized Light Microscopy (PLM) analysis possess a
certificate to verify successful completion of formal training in EPA
method stated in 40 CFR 763, Subpart F, Appendix A.; 2) providing
documented evidence indicating that the laboratory has a minimum of one
year previous experience satisfactorily performing Toxicity
Characteristic Leaching Procedure (TCLP) extractions; 3) the laboratory
performing the Dioxin analysis has current EPA certification to perform
such analyses; 4) the laboratory shall be an accredited environmental
laboratory in accordance with the A2LA accreditation program, or have
current certification under the Naval Installation Restoration Program
or currently perform work as an EPA Superfund Contract Laboratory; and
5) the Government reserves the right to conduct an on-site inspection
of the Contractor's facilities. See the specification for other
