-- Quality control, testing & inspection services/The Department of
Commerce NOAA/National Weather Service wants to purchase meteorological
data loggers for testing and evaluation purposes. Only one qualified
sample from each manufacturer will be selected. The NWS already owns
samples of the following and will not consider them in the purchase
action: Handar, model 555; Campbell Scientific Inc., model CR-10X;
Sutron Corp., model 8210; and Synergetics International, model 3400.
The NWS will consider only commercial off-the-shelf (COTS) equipment
that meets the following salient characteristics: Environmental -- The
data loggers shall operate when mounted in an unsheltered exposed
location, over the whole range of environmental conditions as
experienced by any location in the United States and its territories,
but not inclusive: -50 c to +50 c temperatures, up to 125 knot winds,
precipitation, all types and rates, direct solar insolation,
atmospheric (direct and/or induced) electrical chargesand surges,
excluding direct lightning strikes, marine and other atmospheric borne
contaminates. Measurement Inputs and OUtputs (I/O) -- The data logger
shall be capable of supporting the majority of COTS meteorological
measurement instruments that are on the market at this time, to the
accuracy, resolution, and measurement rates that the instruments are
capable of, and shall include the capability of all the following
minimum number and types of inputs/outputs: 4-analog inputs,
2-excitation outputs, 4-digital inputs/outputs, 2-pulse counting
inputs, or 1 pulse and 1 frequency input, 1 digital quadrature signal
input, power and ground connections, 1-DC 5v output, 1-SDI-12 (Serial
Data Interface-1200baud) port. Communications I/O -- The data logger
shall be capable of supporting the following minimum set of
communication and data retrieval mechanisms: phone modem, RF
modem/transmitter, Satellite interface modem/transmitter, Local
Display, with a one (1) line (min.) readout and sealed, externally
accessible pushbutton(s) (1 min.) for control of displayed information,
RS-232 connection to PC Computer, removable Data Storage/transport
modules, Voice/Data phone modem with data to voice generation
capability. Control/Timing -- The data logger shall -- be programmable
for control of all inputs, outputs, measurement parameters, data
manipulation capabilities, data conversion and translation
capabilities, data logging capabilities, unit identification, sample
rates, input range selection where applicable, displayed values, data
selection for communications, and communication/data retrieval
mechanisms, date, time tag, and identify all data, include an operating
system that minimizes user programming and supports metorological
instrument measure- ment set up and data acquisition by user selection
of instrument type or measurement parameters, be supplied with easy to
use PC computer based software for control of set-up, programming,
logging, downloading and retrieval of both progams and data, be
accessible, programmable, controllable and support data retrieval by
direct connection to a RS-232 serial port and over any above mentioned
bi-directional communications link, by any computer/terminal that
supports the above link and the ASCII protocol. Any offerors that have
the ability to provide this type of equipment are invited to submit
information as to their capabilities and any other pertinent data to
the address above, to be received no later than 06/16/98 (other
specifications will be submitted at that time). Award will be made
under Simplified Acquisition Procedures. Reference No. 98-3300
