Fort Riley, Kansas is seeking potential source(s) to provide operation
of on-post Museums. Interested firms with the ability to provide this
service are encouraged to submit a resume outlining past performance

This synopsis is a market survey for planning purposes only. THIS
ANNOUNCEMENT IS NOT A REQUEST FOR PROPOSAL OR AN INVITATION FOR BID.
Solicitations are not available nor does the Government intend to pay
for any information submitted in response to this synopsis. This
synopsis does not commit the Government to award a contract. The main
duties for operating the museums are as follows: The mission of the
Fort Riley Museums is to operate both the U.S. Cavalry Museum, Fort
Riley Regimental Museum, and the Custer House as well as the Museum
Gift Store. The Museum Division collects, preserves, displays, and
interprets artifacts, photographs, and documents relating to the
history of U.S. Cavalry, and U.S. Constabulary (1746-1952). The
Contractor shall operate for public viewing all exhibit facilities
daily except for Christmas, Thanksgiving, Easter and New Years. The
Contractor shall meet and maintain the Center of Military History
Certification Standards. The Contractor shall operate all museum
functions and facilities according to AR 870-70, and professional
standards as established by the American Association of Museums and the
American Association for State and Local History. Contractor shall
provide managerial, administrative, supervisory, and all resources
necessary for the operation. The Contractor shall maintain a reference
library containing photographic, archival collection and reference
material for official as well as public inquiries relative to the Fort
Riley museums and their mission, and operation of the Custer House.
The Contractor's key personnel shall have a general knowledge of United
States Army Military History background specific to the U.S. Cavalry
history and the 20th century. The Contractor shall employ key personnel
knowledgeable and skillful in conservation and preservation practices,
research, and exhibit design and interpretation. The Contractor shall
perform indirect functions, such as safety, hazardous material storage
and control, security and housekeeping. The Contractor shall develop
original plans and designs for the construction, repair and alteration
of existing and new exhibits. The Contractor shall develop, submit and
implement a five (5) year Development Improvement Plan. The
Contractor's Plan shall include, but not be limited to facility
improvements, artifact acquisitions, exhibit construction and
replacement program. The Contractor shall operate the Custer House. The
Contractor shall provide a technical staff during operation hours. The
Contractor shall maintain the computer database containing information
on the Museum artifacts. The Contractor shall provide status of all
on-going or selected on-going exhibits and operations work. The
Contractor shall provide staff rides and vehicle/weapon
identification/effectiveness classes. The Contractor shall support the
Fort Riley Historical and Ecological Society and maintain a
cooperative relationship sharing information of related historical
subjects with approximately 16 organizations. The Contractor shall use
audiovisual programs in providing educational activities. The
Contractor shall provide on and off-installation exhibit/displays for
community, educational and military functions. We repeat these are the
