This procurement is full and open competition. The HIV-AIDS Division of the Office of Health and Nutrition (G/PHN/HN/HIV-AIDS) is responsible for managing all the activities contained in the program description. USAID's HIV/AIDS program focuses selectively on interventions within the comparative advantage of USAID, which are manageable, actionable, and the most cost-effective in promoting quality, increasing access to information and services, and achievinh public health impact. The G/PHN Strategic Objective 4 (SO4) for HIV-AIDS is "Increased Use of Improved, Effective and Sustainable Responses to Reduce HIV Transmission and to Mitigate the Impact of the HIV/AIDS Pandemic". G/PHN, in collaboration with its stakeholders, has identified six intermediate results (IRs) and preliminary indicators to measure progress toward achievement of those results and the strategic objective.USAID seeks proposals from organizations with the technical staff, organizational skills and a proven track record in implementing operational programs to undertake and achieve the results outlined in the program description.
