The U.S. Agency for International Development (USAID) is contemplating
the award of a five (5) year contract. This procurement has been
set-aside for the 8(a) program (Competitive) For more than 20 years,
the Office of Population has been relying on POPTECH and similar
predecessor projects to provide short-term technical assistance (TA)
for projects designs, monitoring and evaluation of program activities,
and for special studies and/or initiatives. Special
activities/initiatives undertaken by consultants of the POPTECH project
have included: conducting workshops and seminars on a variety of
subjects; providing technical input and/or options for development of
program strategies for special subjects such as Female Genital
Mutilation, Male Involvement in Reproductive Health Services, and
developing new analytic tools. The link to another PHN Center project,
EVALUATION (now MEASURE), has given the Office access to new
methodoligies and technical advances to facilitate the evaluation
process. The objective of this requirement is to provide the Office of
Population, Global Bureau, and Agency Field missions, with flexible
access to the technical expertise needed to develop and evaluate
program activities in pursuit of G/PHN/POP's strategic objectives. All
questions related to this notice and requests for a copy of the RFP
must be addressed in writing, by fax (202-216-3052) or by internet, to
the Contracting Officer at the address stated above. Specify the RFP
requested, and include your complete firm name, street address, phone
and fax number and the method of distribution which you prefer
(internet, disk or paper copy). No telephone requests will be honored.
The issuance date of the RFP is expected to be approximately June 24,
1998. The closing date for submission of the proposals, to be
specified in the RFP, will be approximately thirty (30) days
thereafter. The preferred method of distribution of USAID procurement
information is primarily via the internet or secondarily by request of
a solicitation on a 3.5"floppy disk (Wordperfect 5.1/5.2 format, disk
to be provided by the requestor). Only in instances where internet
access or utilization of diskettes are not possible will a hard copy of
the RFP be distributed upon request. This CBD notice and the RFP once
issued, can be viewed and downloaded from the USAID external web site.
