of State, Bureau of Democracy, Human Rights and Labor, through a FY-98
allocation of funds to the Department of State, will administer a
program of up to $3.5 million for activities to foster democracy in
Burma and for humanitarian assistance to the Burmese people. These
activities include but are not limited to: supporting organizations or
activities that aid pro-democracy efforts; supporting publications and
other media activities that promote democracy within Burma; providing
support for Burmese students and other organizations outside of Burma
or to refugees along its boarders. Up to $3 million in grants will be
awarded for pro-democracy programs, and up to $500,000 will be awarded
for humanitarian assistance. Applications shall be received by 4:00 PM
EST, June 30, 1998, and should be addressed to U.S. Department of
