This modification notice changes the narrative description of the
notice posted on June 1, 1998, in its entirety. The new narrative is as
follows: The National Highway Traffic Safety Administration (NHTSA)
intends to negotiate with R & E Science to provide technical and
operational computer system support for the Motor Vehicle Importation
Information System for the Office of Vehicle Safety Compliance (OVSC).
The NHTSA, primarily the OVSC shares the responsibility with the U.S.
Customs Service for monitoring the importation of motor vehicles and
motor vehicles and motor vehicle equipment. The Motor Vehicle
Importation Information System was developed for this purpose. The
system is currently being upgraded and is being designed and developed
using case tools with Oracle Designer 2000 and with an Oracle 7 server
running under a Windows NT and Windows 95 client/server environment.
The original program was designed to operate utilizing a software
package and computer system that is no longer being supported by its
developer. In order to maintain the old database and new test data, a
new program is necessary. The program will focus on and require
experience in system design and re-engineering, system integration,
relational database design, data elements and business office functions
and procedures to maintain efficient data processing, and data
modeling, system application development, system implementation, system
networking design and configuration including installation of the
operating system, network system administration, LAN administration,
life-cycle development management and familiarity with Oracle 7,
Designer/2000, on Windows NT platforms, and System 1032, Cobol, Fortran
on a VAX/VMS environment, interfacing with IBM mainframes and Unix, as
well as familiarity with the platform environments that are required
to support the motor vehicle importation application. This includes the
details and design of the program routines and requirements of the
subject motor vehicle importation system and the agencies involved.
Knowledge of the motor vehicle importation information system
architecture and thereby Office of Vehicle Safety Standard functional
requirements, Code of Federal Regulations, Federal motor vehicle safety
standards and NHTSA/Customs interface is required. Interested firms
must provide written response that includes detailed information as to
professional qualifications and relevant expertise, specifically
addressing skills and technical expertise in Oracle 7 and Oracle 8,
Designer 2000 in Windows NT combined with System 1032, Cobol and
Fortran in a VAX/VMS environment. Expressions of interest without
sufficient detail to permit evaluation of capability will not be
considered. Oral expressions of interest will not be considered. This
notice of intent is not a request for competitive proposals nor is a
Request-for-Proposal solicitation document currently available. A
determination by the Government not to compete this proposed effort
based upon responses to this notice is solely within the discretion of
the Government. Information received will be considered solely for the
purpose of determining whether to conduct a competitive contract
action. In the absence of responses from interested firms demonstrating
their capability, NHTSA intends to request a proposal from R & E
Science on a noncompetitive basis for the work described. Responses
must be received by the listed procuring office within fifteen (15)
