and Firearms (ATF) has a requirement to obtain contractor support to
provide automatic routines to convert PACE 2.20 database to the ORACLE
7.3+ client/server implementation system for the Bureau of Alcohol,
Tobacco and Firearms PER STATEMENT OF WORK. It is required that the
converted application shall be functionally identical to the original
supplied PACE application and shall be in native Oracle software. Each
component of the PACE application must be converted to an exact match
with an Oracle component, preserving operational flow, system
appearance, and business rules. The resulting application must have
performance and screen responses that are not significantly different
from those of the current system. This task must be accomplished
without requiring user retaining, data conversion, or business process
re-engineering. The contractor will provide pre-conversion and

using simplified acquisition procedures. Awardee must complete an
